Evaluation Expert(s) for Tautua Program Baseline Study

Project Overview And Role

About the Tautua Program

The Tautua prioritises five interconnected pillars of human development: Education, Health, Gender, Disability, and Social Protection. Guided by the Government of Samoa, Tautua provides an opportunity to create transformative change in human development by addressing complex development needs through multi-sectoral, innovative approaches that identify and focus on the underlying issues. Simultaneously, Tautua intends to be able to respond to emergency, and short-term needs, build capacity, and through research, monitoring, and evaluation apply lessons learned and evidence-based decision-making to continuously improve delivery. The goal for Tautua is 'improved health, education, gender equality and social outcomes, and social harmony for all Samoans'.

Tautua Has Three End-of-investment Outcomes (EOIOs)

  • EOIO1: Samoans, especially women and girls, youth, persons with disabilities, the vulnerable and those living in hardship, have more equitable access to health, education, disability, and social protection services.
  • EOIO2: Samoans benefit from the delivery of more inclusive, gender-responsive and higher-quality heath, education, community and social development, and social protection services in line with GoS priority areas.
  • EOIO3: Tautua is an effective partnership between the Governments of Samoa and Australia that supports Samoa's human development priorities and contributes positively to the bilateral relationship, and delivers the specific EOIOs of each of the sub-programs.

Scope of Study

Baseline study: Tautua is keen to understand whether and how community attitudes are contributing to the identified critical social issues and are a significant barrier to overcoming these problems. It will also be useful to ascertain the communities' perception of equitable access to services and service delivery as these are the key elements of EOIO 1 and 2. Data will be collected using interviews, focus groups or questionnaires.

K ey questions that the disaggregated (disaggregated by CSO/sex/disability/location) data will answer include:

  • How aware are different groups in the community of Gender Based Violence (GBV) and GBV services How prevalent is GBV Who is most at risk and why
  • How equitable is access to services (health, education, social protection) for people from identified groups (women, girls, youth[1], people with disability, vulnerable, people living in hardship)
  • What are the barriers to access for each identified group
  • To what extent do community (individual/family/leadership) attitudes to health affect the rise in non-communicable diseases Which particular attitudes contribute to the problem/create a barrier to solving the problem What are the barriers to the adoption of healthy lifestyles and behaviours (among different groups)
  • To what extent do community (individual/family/leadership) attitudes to education affect stagnated learning outcomes Which particular attitudes contribute to the problem/create a barrier to solving the problem
  • To what extent do community (individual/family/leadership) attitudes to health affect the vulnerability of women, children, people with disability and other vulnerable groups to violence Which particular attitudes contribute to the problem/create a barrier to solving the problem
  • To what extent do community (individual/family/leadership) attitudes to vulnerable groups affect their inclusion Which particular attitudes contribute to the problem/create a barrier to solving the problem
  • What are the roles of men and women in leadership To what extent do attitudes about these roles contribute to exclusion

Selection Criteria

Consultants or firm are expected to possess the following technical specifications in order to be considered for the role.

  • Qualifications and Experience: A minimum of a Master's degree in Social Sciences, Public Health, Education, or a related field. A Ph.D. or equivalent research experience is highly desirable. At least 5 years of proven experience in conducting social research, with a strong portfolio of previous studies, particularly in the fields of education, health, gender, disability, and social protection.
  • Expertise in Social Research: Proficiency in conducting baseline studies, particularly in areas related to education, health, gender, disability, and social protection. This includes strong skills and experience in both qualitative and quantitative research methods, with the ability to design, implement, and analyze diverse research methodologies to gather comprehensive and accurate data.
  • Experience in Data Collection and Analysis: Demonstrated ability to collect and analyze data using various methods (interviews, focus groups, questionnaires) and experience in handling data ethically and securely.
  • Understanding of Samoa's Social Issues: Knowledge of the social, economic, and cultural context of Samoa, especially regarding the critical social issues identified in the ToR.
  • Project Management Skills: Ability to manage timelines and deliverables effectively, including the design and execution of studies, data collection, analysis, and reporting.
  • Communication Skills: Strong communication skills for reporting to the MEL Advisor and collaborating with various stakeholders, including the ability to present findings in a clear and concise manner.
  • Ethical and Legal Compliance: Understanding of and experience with data privacy laws, informed consent processes, and ethical considerations in research.
  • Adaptability and Problem-Solving Skills: Ability to adapt to changing circumstances and problem-solve challenges related to the baseline study and data collection in diverse communities.
  • Collaborative Approach: Experience working in multi-disciplinary teams and a collaborative approach to problem-solving and project implementation.
  • Commitment to Inclusivity and Gender Sensitivity: Demonstrated commitment to promoting inclusivity, gender sensitivity, and understanding of issues related to vulnerable populations.
