Project Summary

Jubail is one of Bechtel's most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or 'owner's representative' for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel's contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

Work Location: Ras-Al-Khair.

Major Responsibilities

  • Assist in the review of Consultant's and contractor's design and drawing packages for major projects for copper and fiber-optic networks and associated hardware.
  • Working very closely with the Client's IT and O&M department to ensure that the design comply with the corporate standards and end user requirements.
  • Coordinate transmission and distribution of stakeholder's specifications, standards and practices and comments into project design documents.
  • Supply design consultants with information for all design issues including network studies and interfaces.
  • Provide support to Construction Department and disposition of field changes.
  • Review construction shop drawings and materials submittals.
  • Review & prepare telecom design calculations.
  • Use computer programs to perform analysis and design of telecommunication networks.
  • Support Industrial Investment Department by reviewing designs submitted by the industries.
  • Continuously update the status of telecommunication supply availability to the residential and industrial communities and provide solutions and alternatives to telecommunication supply routing and systems.
  • Work alongside the owner's engineers, whilst providing a high level of technical expertise to oversee and review the project designs.
  • Ensure quality and accuracy for all the engineering design activities, system integration, and design selection performed by A/E firms and EPC Contractors.

Qualifications And Skills

Essential Technical:

  • Bachelor degree in Electrical / Telecommunication/ Controls Engineering.
  • Minimum 5 Years of experience working on major multidisciplinary PMC / EPC projects.
  • Experienced in design of telecom systems for Industrial facilities.

Essential Behavioral

  • Must be able to demonstrate excellent communication and interpersonal skills.
  • Ability to work within a culturally diverse organization, recognizing and respecting differences.

Additional Qualifications

Preferred Technical:

  • Demonstrated engineering design & review experience.
  • Design experience in Telecom Systems like OSP, FTTH, DWDM, MAN, LAN, SCS, IP & Digital, Security Systems.
  • Keen awareness of right-of-way, access, and egress requirements of telecom Awareness.
  • Knowledge of TCP/IP networks, routing, switching, and cyber security.
  • Working experience for integration of SCADA, Fire and Alarm (F&A), BMS and Lighting Control Systems into the telecom system.
  • Experienced with professional design tools such as AutoCAD, Navisworks, and Bentley.
  • Strong understanding of construction, testing & commissioning of telecom systems.
  • Knowledge of codes and standards such as Saudi Building Code, CITC, SASO, IEC, IEEE, ITU, TIA, and NFPA.

Preferred Behavioral
