Job description

Job Overview: The job requires the incumbent to play the lead role in holding end to end responsibilities in the placement of workmen in the overseas projects of L&T.

Responsibilities and Duties:

  1. Maintain a good number of reputed Manpower Agencies who specialize in International Deployment. - Should be able to develop and maintain a good network of manpower consultants who specialize in labour (blue-collared) recruitment. It will be useful if the agencies are spread across the country and also in countries like Nepal, Bangladesh etc. They should be capable of mobilizing manpower at short notice.
  2. Ensure all agencies have vendor registration in place. - All vendors have to go through the mandatory registration in the L&T Portal and demand should not be shared with them unless the vendor registration is complete.
  3. Get workmen requirements (demands) from all ICs. - The incumbent should network with overseas Business HR for getting the workmen demand. Has to work with them closely to get timely inputs on the demand.
  4. Ensure Service Level Agreements (SLA) are in place before commencing each assignment. - The incumbent has to ensure that SLAs specific to each project is in place and is well understood before it is passed on to the external agencies for processing the demand.
  5. The incumbent should maximise selection of workmen from the pool of candidates offered from the CSTI's. The eight CSTIs should be given first preference for workmen requirement before it is sent to the manpower agency.
  6. Share the details of the requirement like numbers, job roles and all other terms and conditions of the deployment to the manpower agencies- The incumbent based on his knowledge and understanding of the requirement can select the appropriate manpower agency, who in his opinion will be apt to take up the assignment. There can always be more than one agency who can work on an assignment.
  7. Based on the number of candidates identified for the project, organize interviews for the candidates in one or two locations, in coordination with the manpower agency. - The incumbent will constantly interact with the IC -BU HR and arrange an interview panel consisting of a HR member and a technical member to evaluate and shortlist candidates.
  8. Arrange for interview panel in consultation with the concerned IC. Fix interview dates and the venue for the interview. - He will also coordinate with the Manpower agency to ensure that maximum candidates turn out for the selection process. The incumbent will also facilitate boarding, lodging and local transport support for the interview panel.
  9. Organize Medical fitness tests for the candidates in authorised medical centres in coordination with the manpower agencies. - The incumbent based on the requirement like t he GAMCA (Gulf Cooperation Council Approved Medical Centres Association) will arrange medicals as required. Once found fit , will send candidate's acceptance/consent letter to the concerned IC.
  10. Arrange to get VISA from the IC to be issued to the candidates through the manpower agency.
  11. Coordinate the travel of the selected workmen through the manpower agency.
  12. Maintain a database of all details of the deployment. (Demand/Manpower agencies/Job roles/Interview details/ Shortlisted Candidates/ Final placement etc.
  13. The incumbent should be able to get maximum benefits through any of the MoUs signed with bodies like NSDC international on overseas deployment.
