Job description

Summary

This position is located in the Office of the Chief Medical Officer at the Indian Health Service. The incumbent of this position will assist in the management of initiatives, functions and activities in the achievement of mission goals of an established public health program. This position reports to the Chief Medical Officer through the Senior Public Health Advisor.

Program Advisement

Advise public health personnel in development of basic activities to administer an established program. Plan, schedule and coordinate activities and explains program policies, procedures, activities, services and benefits to public health personnel and other parties.

Data Analysis

Collect data, conduct initial analysis, prepare reports and other substantive program documentation for use in assessing and evaluating program operations. Provide technical assistance on routine, non-controversial projects or activities that are covered by precedent, established policy or accepted practices.

Administrative Management Support Perform support staff functions, including assisting in the review of written documents and correspondence; assisting with coordinating internal and external scheduling; reviewing inquiries or requests for information. Write communication covers a wide-range from formal policy to letters and routine correspondence.

The incumbent may perform other duties as assigned commensurate with the grade level in support of mission and goals of the IHS.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

BASIC REQUIREMENT(S) : Public Health Program Specialist Series 0685 (opm.gov)In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS: You may seek to qualify based on 1) Education, 2) Specialized Experience or 3) A combination of Education and Experience.

  • Graduate Education

Two full years of graduate education or a master's degree in public health or other field of study with course work directly related to the work of the position to be filled.

OR

  • Specialized Experience

One year of specialized experience equivalent to the GS-7 level in Federal service that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

To meet the specialized experience requirement, you must have demonstrated experience performing at least 2 of the 3 requirements below:

  • Providing advice and assistance to State and local governments, public, nonprofit, and private agencies and organizations on matters relating to the improvement of public health activities.
  • Experience applying administrative or analytical methods and techniques in a public health or related organization.
  • Experience communicating verbally and in writing; gathering and conveying information, making oral presentations, and preparing reports, and written materials.

OR

  • Combination of Education and Experience

To determine if you qualify under this combination first divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 1 year by 18. (Note: Only education in excess of the first year is creditable toward meeting the experience requirement when combining experience and education.) Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. Note: You must provide copies of your graduate transcripts.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.
