Job Summary

This position is located in the District Department of Transportation (DDOT), Project Delivery Administration (PDA), Planning and Sustainability Division (PSD), Neighborhood Planning Branch. The Neighborhood Planning Branch promotes safety and mobility across neighborhoods in the District through a variety of efforts focused on high-quality multimodal transportation options, well-designed public space, and placemaking.

This position is responsible for managing DDOT's development review program, public space permitting, neighborhood transportation plans and studies, and other activities as assigned. DDOT is looking for a transportation planning leader that can be flexible in performing an array of assignments that require an understanding of multiple modes and transportation services. This position works under the general direction of the Neighborhood Planning Manager.

Duties and Responsiblities

Serves as program manager for development review function, which performs multimodal transportation and site design reviews of private land development applications to ensure they take advantage of and contribute to the District's multimodal transportation network. Functions as the leader of the program and a subject matter expert and resource for development review staff. Meets with developers to provide feedback on development proposals consistent with DDOT's standards and policies. Reviews reports to the Zoning Commission, Board of Zoning Adjustment, and other decision-making bodies. Stays current on development and transportation trends to ensure DDOT's development review practices, guiding documents, and standard operating procedures are up-to-date and reflect DDOT's pursuit of maintaining its leading-edge development review program.

Project manages neighborhood-scale transportation plans and studies, policy development, and research projects focused on improving multimodal safety, mobility, and enjoyable public spaces. Responsibilities include developing scopes of work, analyzing data, leading intra-agency coordination, developing project recommendations, managing project implementation, and presenting to the community. Serves as a development review case manager for complex development review cases throughout the life of a development from early coordination through permitting and performance monitoring phases. Reviews, analyzes, and makes recommendations to decision bodies. This includes scoping and reviewing transportation studies, interagency and interagency coordination, report writing, and delivering testimony. Reviews public space permit applications for compliance with District standards. Ability to establish a rapport with all levels of management within the District Government, external officials, contractors and the general public.

Qualifications And Education

Bachelor's degree required; Master's Degree preferred, from an accredited college or university in one of the following areas: urban/community planning, transportation engineering, geography, or other fields related to the position.

Or

Graduation from an accredited college or university with a bachelor's in urban or community planning, transportation planning, or transportation engineering.: Minimum five (5) years of transportation planning and design experience with increasing responsibility. Background in transportation planning conceptual design AND traffic/civil engineering. Master's degree, preferred.

Work Conditions and Environment

The work is often performed at a desk in an office environment but will also require field and system observation in accordance with all applicable safety guidelines and standards. Progressive management experience required. Incumbents may be required to work weekends, evenings, and possibly in on-call situations.

Licenses and Certification

The incumbent must possess and maintain a valid driver's license.

The selected candidate will have one or more of the licensures or certifications shown below: American Institute of Certified Planners, Professional Engineer, Project Management Professional (PMP), Institute of Transportation Engineers PTOE and PTP Programs is preferred.

The work is often performed at a desk in an office environment but will also require field and system observation in accordance with all applicable safety guidelines and standards. Some walking, bending, and driving a vehicle is required.

Position Designation: This position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive. Emergency Designation: This position has been designated as an essential employee position under the provisions of District Personnel Manual Chapter 12. As such, your service maybe required in emergency situations to perform crucial duties, e.g., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties maybe performed when the government is closed or when most employees are dismissed early.
