About Janaagraha Janaagraha is a non-profit trust, established in 2001, working towards the mission of transforming quality of life in India’s cities and towns. It works with citizens to catalyse active citizenship in city neighbourhoods and with governments to institute reforms to city governance (what we call “City-Systems”). Janaagraha is part of the JANA Group - one of India’s best-known groups of not-for-profit institutions working towards the mission of fixing India’s cities. Swati Ramanathan and Ramesh Ramanathan co-founded Jana Group in 2001 and it presently works across citizen participation and city governance reforms (through Janaagraha Centre for Citizenship and Democracy), city planning and design (through Jana Urban Space Foundation), banking and financial services for the urban poor (through Jana Small Finance Bank) and affordable housing for the urban poor (through Janaadhar).

Since inception, citizen engagement in local neighbourhood governance has been a core focus area for Janaagraha. Janaagraha’s current engagements in citizen participation include MoUs / partnerships with the Ministry of Housing and Urban Affairs (MoHUA), State government of Odisha and city governments of Gurugram, Faridabad, Panaji, Bengaluru, Chennai, Vishakapatnam, Mangaluru, Ballari on initiatives that include participatory budgeting, Ward Sabhas and civic technology for grievance management, civic data and information. The organisation also focuses on building civil society and community group partnerships and coalitions to scale and sustain its citizenship initiatives.

We are looking for a highly passionate and competent professional, with expertise in

Sanitation / WASH

and

Gender-inclusive

development, to be based out of Bhubaneswar to support our collaboration with the JAGA Mission under the Housing and Urban Development Department of Government of Odisha, for participatory slum upgradation and delisting to develop the Slum Dwellers Associations (SDAs) across the 115 urban local bodies (ULBs) of Odisha state as the fourth tier of governance.

What will the Associate Manager – Civic participation really do­?

Assist the Senior Manager, Civic Participation, Odisha in implementation of the community participation initiatives of Janaagraha in the cities and towns of Odisha and working with the Jaga Mission of the Government of Odisha, particularly in the areas of

Gender-inclusive

development. Own and lead the assigned program sub-streams, and provide the necessary project plans, data and analytics, reports to the program leadership for decision making and risk mitigation Assist the Jaga Mission and H&UD Department in monitoring the ULBs as wells as the SDAs to achieve the targets of improving quality of life by providing necessary civic infrastructure and services across all SDAs in all the ULBs in Odisha state Own and lead the initiatives in ensuring saturation of Individual Household Toilets (IHHT) to every household across the approximately 3000 urban poor habitats (SDAs) in 115 ULBs of Odisha, and further in monitoring the sanitation quality on an on-going basis across these habitats Liaise and interface with the government departments, agencies and community organisations concerned at the state and ULBs level, on the program assigned sub-streams Ensure rigorous monitoring of the program, by collecting predetermined metrics from the intervention areas on a regular basis Ensure adequate documentation of the program in the form of MS Word reports, power point presentations, etc. Undertake field visits to ULBs and urban poor habitats across Odisha state, to ensure the implementation of the objectives of the program, particularly in the areas of WASH/Sanitation and gender inclusivity Coordinate with other teams of Janaagraha and other partner organisations on areas of collaboration such as WASH/Sanitation, gender-inclusivity, funds utilisation by SDAs, etc. Develop IEC material, conduct trainings and engage in dissemination campaigns as required by the program Participate in periodic reviews of the projects, by providing comprehensive data in the form of spreadsheets and presentations

Qualifications and Experience The candidate is required to possess a graduate / post-graduate degree in Social Sciences / Development Studies / Public Policy / Engineering / Urban Planning/MBA or relevant courses with at least 6 years of relevant field experience working in the

sector in an urban context. Experience in working with non-profits / government programmes / multi-stakeholder programmes and alliance-building processes in the area of urban governance, community / citizen participation, urban poor habitats, will be valuable. Must be able to speak, read and write and type proficiently in Odia and English languages. Proficiency in MS Office suite particularly Excel, Word and PowerPoint, with a working knowledge of analysis of data & visualization

Excellent interpersonal and oral and written communication skills – including strong presentation skills Willingness to take initiative and ownership of the project and perform project management and field activities Positive attitude, flexibility and ability to adapt to a dynamic work environment Should connect and collaborate with all sections of the society cutting across economic, social and political status, gender and disabilities. Proven networking skills and should be capable of building strong communities of citizens and organisations in a short time. Willingness to travel across the cities to accomplish the objectives of the project.
