About The Bail Project

The Problem

There is no place in the criminal justice system where money more clearly buys justice than bail. People who can't afford bail remain in jail before trial, while those with money buy their liberty. Tying freedom to financial ability upends the presumption of innocence, tears lives apart, and perpetuates racial and economic disparities. It is also a key driver of mass incarceration. Each year, an estimated 2.5 million people sit in jail cells across America because they cannot afford bail.

The Response

The Bail Project is a national nonprofit providing free bail assistance and pretrial support to thousands of low-income people annually. We are on a mission to combat mass incarceration and demonstrate that a more humane, equitable, and effective pretrial system is possible.

The Model

The Bail Project uses a national revolving bail fund to pay bail for legally presumed innocent individuals whom a judge has deemed eligible for release. We then provide court reminders, and transportation, and work with local partner organizations to connect our clients with voluntary social services and community-based programs. We call this model Community Release with Support, and it has proven highly effective in helping people make their court dates. As our clients' cases close, bail comes back into the fund, where it is recycled to help additional people. The Bail Project aims to work ourselves out of a job by gathering human stories and data from our groundwork to advance legislative and policy change to end cash bail and invest in Community Release with Support ( aftercashbail.org ).

The Team

We are a community of advocates committed to ending mass incarceration and advancing racial and economic justice. Our organization consists of a central support hub and a growing network of client advocates or 'Bail Disruptors' who work in their local communities to provide bail assistance and help advance advocacy efforts.

Job Summary

We seek a strategic thinker and experienced planner to expand our capacity to roll out high-impact, interdepartmental initiatives that will improve how we support our clients and advocate for systems change. As the Manager of Program Innovation, you will lead our efforts to develop innovative processes and technical solutions, working closely with Data, Operations, and advocacy stakeholders to ensure alignment and effective coordination across departments. This role requires the ability to lead and project manage multi-departmental initiatives independently, translate strategy into clear action plans for diverse audiences, and an appreciation of the opportunities and challenges faced by direct service organizations. In this role, you will be responsible for designing, optimizing, and documenting processes that have a direct impact on how we engage with and deliver services to our clients. Operational innovation initiatives you will support include, but may not be limited to, client intake, engagement with clients post-release, court return support, transportation assistance, and connecting clients to local social service providers. Your contributions will vary by initiative but will include drafting proposed shifts to organization practices and processes, reviewing data insights and observing processes to ensure quality assurance, and drafting supportive process materials for frontline staff.

As a member of The Bail Project's recently created Program Innovation and Client Experience workstream, you will be able to help build innovative and quality assurance processes and systems that support effective change management organization-wide. As part of the larger Data Team, you will contribute to broader efforts to ensure easy, efficient data entry for direct service staff and high-quality, actionable insights for our advocacy efforts. This role reports to the Director of Program Innovation and Client Experience.

Essential Duties

Program/Project Management:

  • Shepherd high-impact initiatives from planning through piloting, testing, implementation, and monitoring, ensuring effective cross-stakeholder engagement, timely delivery, and a coordinated rollout of diverse deliverables (technical guidance, programmatic changes, messaging plan, training plan, etc.)
  • Build out project management strategy to effectively lead initiatives to successful implementation and monitoring post-implementation.
  • Collaborate with the Director of Program Innovation and key experts to translate findings and strategic direction into tactical plans and timelines
  • Coordinate between program innovation and operational stakeholders (learning and development manager, regional directors, etc.) to ensure readiness for implementation and monitoring and alignment on key objectives and timeframes are being met
  • Act as a thought and planning partner for diverse stakeholders involved in innovation initiatives
  • Foster robust stakeholder relationships (learning and development manager, regional directors, etc.) to ensure diverse input and engagement throughout innovation initiatives phases of implementation and monitoring phases
  • Resolve and/or elevate identified issues to leadership

Development Of New Processes And Tools

  • Utilize data insights to identify and develop new service-delivery processes and practices
  • Identify opportunities where future analysis would be helpful, use findings to improve recommended processes and practices
  • Collaborate closely with Operations staff (learning and development manager, regional directors, etc.) and leadership to pilot and improve recommended new processes
  • Develop documentation to support understanding and adoption of new initiatives and practices, including messaging plans and monitoring plan
  • Document and share innovative practices discovered at sites and within the field in cross-departmental spaces
  • Work closely with Data Team staff to develop program monitoring reports and dashboards in alignment with process goals
  • Review program monitoring reports and dashboards throughout the implementation and monitoring phases. Identify quality assurance successes and gaps and share them with Operations leadership and the learning and development manager
  • Conduct on-site, virtual quality assurance monitoring and evaluation to ensure staff are appropriately implementing new processes
  • Develop a mechanism for staff to share feedback on new processes
  • Collaborate with Ops leadership and the learning and development manager to develop training and evaluation tools for new processes
  • Additional duties as assigned by the Director of Program Innovation and Client Experience.

Qualifications*:

You are driven, highly organized, and deeply committed to The Bail Project's mission to eliminate race- and wealth-based disparities in our criminal justice system. We're looking for someone comfortable working independently and in a team-based setting. Adapting to the change inherent to nonprofit organizations is essential. As an organization committed to the communities we serve, many of our staff have been justice-impacted by the carceral system. Regardless of your role within TBP, you will have the opportunity to learn from and work with those with lived experience in the systems we seek to disrupt.

To excel in this role, you likely bring the following qualifications:

  • Experience managing large, cross-departmental projects to completion
  • Experience using data analysis to inform operational, tactical decision-making
  • Deep knowledge of program development, evaluation, and change management principles
  • Experience documenting best practices in the field and developing formalized service delivery processes
  • Strong experience with how CRMs are utilized to support service delivery tracking and performance management; experience working with Salesforce preferred
  • Experience conducting quality assurance or other qualitative monitoring efforts, such as case reviews
  • Experience implementing change management initiatives across multiple states/sites or at a national/international organization
  • Experience collaborating with, managing, or working as direct service / frontline staff, ideally within a non-profit organization
  • Excellent prioritization, project management, and road-mapping skills
  • Experience developing supportive documentation and tools to accompany project implementation (such as performance monitoring tools, messaging plans, etc.)
  • Capacity to use soft power to develop relationships and maintain accountability across varied stakeholder groups
  • Strong communication skills with the ability to tailor one's message to specific audiences
  • Ability to identify potential risks and define contingency plans
  • Experience developing training materials and evaluation tools
  • Ability to work remotely and engage with peers across time zones in remote settings

Currently, most roles perform some or all of their work from home. The Bail Project will provide equipment to support work from home, but staff must provide their own reliable internet access.

This is a full-time, non-exempt, in-unit position. Salary: $80,000 - $85,000
