Summary
This position is located within Branch of Quality Assurance Services, Office of the Area Director, Billings Area Office, Indian Health Service, Billings, MT The position functions as a consultant to Nursing Program Directors and consultant support to other federal clinical programs. Incumbent serves as the Area representative to national, state and local health and academic organizations and will actively assist with the development of forensic nursing programs at the area and service unit level
- Manages and coordinates the administrative and service responsibilities of the Forensic Nursing Program including: direct patient services, oversight of the SANE teams, community education, and grant management.
- Direct Area and Unit medical forensic services for patients after sexual assault, domestic violence, child maltreatment and strangulation.
- Uphold the organization's vision, mission, and corporate values.
- Demonstrate understanding of and compliance with organization's policies, procedures, code of conduct and work rules

Background Investigation : If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Basic Requirement(s) Education A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education (external link), Council on Accreditation of Nurse Anesthesia Educational Programs (external link), Accreditation Commission for Midwifery Education (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.
Degree from Foreign Nursing School : Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools.
Licensure For all grade levels and positions, applicants must have passed the National Council Licensure Examination (external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Experience The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-9 and above grade level, many positions may require experience in a specialty area of nursing.
Basic Requirements For The GS-12 (or Equivalent) Grade Level In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level.
Your Resume Must Demonstrate At Least One (1) Year Of Specialized Experience Equivalent To At Least The Next Lower Grade Level In The Federal Service Obtained In Either The Private Or Public Sector Performing The Following Type Of Work And/or Tasks
Develops and recommends policy specific to program issues based on new standards, scientific developments, patient care requirements, cultural norms, or quality of care requirements. Assist and support service unit nurse directors with the development and assessment of Forensic Nursing programs: standards of performance, resource utilization, position descriptions, position management, performance evaluation, quality improvement initiatives and risk management. Serve as the technical advisor on all forensic nursing activity and provides technical assistance and consultation to managers, supervisors and employees in the Billings Area. Ability to plan, organize, direct and assess programs and provide training, consultation and application of these management functions.

Per IHS policy (SGM 21-04) IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption.
