A well-established Dubai based Oil and Gas Company are hiring a HSE Specialist for a new offshore drilling company in India. The role will be based offshore in India.

Job Summary
The HSE Specialist will be responsible for the development and delivery of
best-in-class Drilling HSE Management Processes, Procedures and Policies and effective implementation of engineering and management controls.
Provide expertise and guidance to management and continuously improve Health, Safety and Environment (HSE) culture.
Promote a positive HSE culture at all levels in the company and develop and deliver HSE training matrix/programs and implement and audit the effectiveness of each program.
Maintain a high level of HSE awareness among personnel through communication, training and promoting involvement in HSE programs.
Responsibilities
- Develop and implement HSE processes, procedures, policies, training matrix/programs and engineering and management controls.
- Provide advice and assistance Managers/Supervisors on all aspects of safety concerning the Jack up Rig to ensure that relevant Health and Safety Legislation, Company Health and Safety Standards and Industry Practices are complied with.
- Advise on the monitoring of all work activities on the sites, advise task supervisors on necessary risk control measures and create and update Safe Operating Procedures as required.
- Develop Key Performance Indicators (KPI) for HSE to identify areas for improvement in safety performance and ensure the company is legally compliant in line with international regulations and standards. Maintain safety reporting database and produce weekly/monthly/annual reports.
- Ensure the timely identification of HSE hazards, evaluate the risks for all activities and development of effective tools to manage and reduce these risks. Investigate incidents and share learnings throughout the drilling operations team.
- Support Management in the investigation, recording, and reporting of all incidents to identify causes and provide recommendations to prevent recurrence.
- Review emergency preparedness and ensure that all Emergency Response Team roles are filled by appropriately trained, competent and experienced personnel. Provide scenarios for weekly emergency drills.
- Attend all safety meetings and provide safety presentations to all Jack up Rig personnel.
- Assist Management to conduct regular audits of permit to work and be responsible for coordination of corrective actions.
- Regularly review and update safety manuals, procedures and documentation.
- Maintain company COSHH assessment on site and provide advice on all matters relating to the use of hazardous substances.
- Promote a positive health, safety and environmental culture at all levels by developing and assisting Managers/Supervisors in the implementation of safety awareness programmes. Report the effectiveness of such programmes by conducting monitoring and auditing.
- Provide training on Standby duties for Vessel Entry, Fire watch, over side working. Train identified personnel in Jack up Rig behavioural monitoring system Site Safety Visits. Train fire and rescue teams to all foreseeable emergencies to optimise their preparedness. Run regular exercises with Standby Vessel. Review and advise site management on relevance of all safety training.
- Monitor the standard of welfare facilities and hygiene to ensure they are suitable, sufficient and in accordance with best practise, advise management accordingly.
- Manage the Catering Contractor and resolve any welfare issues relating to this.
Ideal Candidate
- Degree or Diploma in Engineering/Safety/Environmental or similar discipline is essential.
- Professional HSE training and certification in Oil and Gas sector is essential.
- Minimum of 10 years drilling operations experience in onshore and offshore oil rigs is essential.
- Minimum of 10 years' experience in HSE roles
- Minimum of 5 years' experience in HSE roles in supervisory or managerial capacity in Jack Up Rigs.
- In depth knowledge and experience of latest HSE & BCM International Standards, Codes and Regulations such as IMO, SOLAS, MODU Code, ISO 9001:2015, ISO 14001:2015, ISO 45001:2018 & ISO 22301:2012)
- Certifications Standard and emergency first aid Construction Safety Training System (CSTS) is essential.
- Certification in Workplace Hazardous Materials Information System (WHMIS) is essential.
- Certification in Transportation of dangerous goods (TDG) is essential.
- Certification in Fall Protection and Rig Rescue is essential.
- Certification in well service blowout protection is essential.
- Hydrogen Sulphide (H2S) training is essential.
- Fluent in English is essential.
- Valid driver's license is essential.
- Proficient in Microsoft packages namely Word, Excel, PowerPoint and Outlook
- International experience in HSE role is highly desirable.
- Experience working for offshore rigs in the North Sea is highly desirable.
- Able to lead others in a challenging environment.
