JOB DESCRIPTION:

DESIGNATION: NOC (Network Operation Center) Manager

LOCATION: Port Moresby, PNG

Job Summary:

The Network Operations Center (NOC) Manager is responsible for overseeing the efficient operation of the network infrastructure, including IP, transmission, satellite, and submarine cable systems. This role involves managing a team of network engineers and technicians, ensuring the availability, reliability, and performance of the network, and coordinating with various stakeholders to resolve issues and implement improvements.

Key Responsibilities:

Network Infrastructure Management:

• Oversee the operation and maintenance of IP networks, transmission systems, satellite links, and submarine cable systems.

• Monitor network performance, availability, and security to ensure adherence to service level agreements (SLAs) and industry standards.

• Implement proactive measures to optimize network performance and minimize downtime. Team Management:

• Led a team of network engineers and technicians, providing guidance, mentoring, and support to ensure high performance and productivity.

• Oversee and manage roster, ensuring effective supply and demand and fatigue management.

• Delegate tasks, set objectives, and monitor progress to ensure timely completion of projects and tasks.

• Drive a culture of accountability and empowerment for the customer experience across the NOC. • Identify and develop training requirements for NOC staff relative to the required capability of their role.

• Conduct performance evaluations, provide feedback, and identify opportunities for training and development.

Performance & Quality Management:

• Respond to network incidents and outages, coordinating with internal teams and external vendors to troubleshoot and resolve issues promptly.

• Provide Technical guidance for the Network Operations team, collaborating to coordinate investigation reviews.

• Develop and maintain a quality assurance framework within the NOC.

• Implement effective incident, Problem, Performance & Quality management processes to minimize the impact of network disruptions on business operations.

• Implement and enforce configuration management processes to track and control changes to network devices and configurations. Vendor and Stakeholder Management:

• Collaborate with external partners to ensure the timely resolution of the network operations issues.

• Build and maintain relationships with internal stakeholders, including IT teams, business units, and senior management, to understand requirements and priorities.

• Communicate effectively with stakeholders to provide updates on network performance, incidents, and projects.

Continuous Improvement:

• Identify opportunities to enhance network infrastructure, processes, and procedures to improve efficiency, reliability, and scalability.

• Stay abreast of industry trends, emerging technologies, and best practices to recommend and implement innovative solutions.

• Drive initiatives to automate routine tasks, streamline workflows, and enhance monitoring, restoration, and reporting capabilities.

Qualifications & Skills:

• Bachelor's degree in Telecommunications technology, or a related field. Advanced degree preferred.

• 12+ years of experience in network operations, with a focus on IP, transmission, satellite, and submarine cable systems.

• Working experience on multi-vendor equipment and multi-technology environment.

• Experience managing and leading a team of network engineers and technicians in a fast-paced environment.

• Excellent problem-solving skills and the ability to analyze complex issues and implement effective solutions.

• Solid understanding of ITIL principles and practices, particularly incident, problem, change, and configuration management.

• Proven track record of managing network incidents and outages, including root cause analysis and post-incident reviews.

• Certifications such as CCNA, CCNP, ITIL, or PMP are desirable.

• High level of organizational and prioritizing skills

• Strong communication skills, with the ability to effectively collaborate with cross-functional teams and communicate technical information to non-technical stakeholders.

• Commitment to safety, quality, and time management

• Ability to work to tight often conflicting deadlines.

• Self-motivated, with a high degree of initiative, able to exercise effective independent judgment, often under pressure
