POSITION SUMMARYThe City of Southport, NC seeks an experienced planning professional to lead the City’s current and long- range planning and all land development activities, including subdivision and plat review; zoning administration; building code compliance; minimum housing and nuisance code enforcement; development consultation and review; floodplain administration; historic preservation administration; watershed management; and supervision of staff.
The Planning Services Director will support the City Manager, Board of Aldermen, Planning Board, Board of Adjustment and the Historic Preservation Commission and will work with other boards, committees and community groups on planning issues. The Director consults with developers with respect to land use and subdivision standards, proactively addressing planning-related issues via updates and revisions to development ordinances and plans and representing the City with governmental officials and on regional planning groups. Oversight of the department will include developing and managing the departmental budget. The ideal candidate will enjoy working with the public and collaborating with a variety of stakeholders. Additionally, this person will show exceptional judgement in advising City leaders.

RESPONSIBILITIES- Leads current and long-range planning and major revisions of development ordinances and land use plans related to the growth, development and redevelopment of the City; facilitates public input and development of consensus.
- Oversees the creation of the City’s Comprehensive Plan; manages the completion of necessary studies, such as parking studies, that could impact the City’s planning and zoning ordinances and policies and advises City leaders as appropriate.
- Uses a variety of data to provide information on City land uses and development; coordinates business and downtown revitalization activities for the City.
- Supervises and manages staff engaged in building, mechanical, plumbing, and electrical code compliance work and in development review and minimum housing and nuisance code enforcement: provides on-going performance coaching and evaluation; works with staff on consistent application and interpretation of codes; prepares annexation ordinances and other documents as needed.
- Prepares, maintains, and enforces ordinances and amendments that help guide growth and development policies for the City.
- Meets with developers and property owners for interpretation and application of ordinances and codes to ensure compliance; negotiates development agreements.
- Serves as staff liaison to a variety of boards, including the Board of Aldermen, Planning Board, Board of Adjustment, Historic Preservation Commission, and advisory committees; participates in meetings and public hearings to explain recommendations on planning proposals; ensures accurate minutes are taken.
- Consults with regional officials to coordinate all phases of planning and community development for the City; represents the City on regional committees.
- Plans and implements information technology necessary for the work of the department including GIS systems and maintains mapping information.
REQUIREMENTSEducation and Experience- Bachelors Degree in planning, public administration or related field from an accredited college or university is required for consideration.
- Experience in municipal planning, community development or related field is required AICP desired; CZO and CFM designations preferred.
- Candidates who do not meet the above requirements but who have an equivalent combination of education and experience may be considered.
Knowledge, Skills, and Abilities- Thorough knowledge of laws, regulations, principles, policies and practices related to modern land use planning, growth management, zoning, subdivision ordinances. community development, and local governments.
- Thorough knowledge of the environmental and socio-economics implications of the planning process and statues, laws, rules, and regulations affecting these functions. Experience with planning in coastal areas is desirable.
- Considerable knowledge and skill in the design and facilitation of public input processes designed to build consensus among conflicted parties.
- Considerable knowledge and skill in the collection, analysis, and presentation of data, recommendations, policies, and systems.
- Considerable knowledge of budgeting, personnel policies, procedures, and personnel management.
- Considerable skill in the collection, analysis, and presentation of technical data and planning recommendations.
- Knowledge of modern and effective management principles and practices including leadership, motivation, communication, performance coaching and evaluation.
- General knowledge of building, plumbing, electrical and mechanical code, code enforcement and floodplain management.
- Working knowledge of the principles and practices of community and economic development and public sector planning. Ability to plan, organize, communicate, and evaluate the work of employees effectively.
- Ability to establish and maintain effective working relationships with community groups, municipal and county officials, federal, regional and state officials, staff and the general public.
- Ability to express ideas effectively in oral and written forms.
