Job Purpose
Overview The Quality Engineer is a working employee who is a key representative of the project team, and also of the Customers and Suppliers, for all topics related to project quality aspect. He/She is in charge of the completeness and compliance to the contract of the quality documentation of the project from the award of an order to the provisional acceptance of the equipment. The Quality Engineer is particularly responsible to issue the ITP (Inspection and Test Plan) of the project and to follow up the quality documentation of the Suppliers taking an important part in the Supply Chain Process as defined in the QMS (Quality Management System) of the Energy Sector.
The Quality Engineer is responsible to verify that all required tests have been performed as per the Standards and the contract. As per the hold and witness points of the ITP, he/she could possibly assist to the inspections and tests (pressure, functional and performance tests) at the Suppliers' facility.
He/she will review and comment all the quality documentation of all purchased commodities.
He/she will issue the quality release for each equipment when the required quality level demanded by the project is met.
Objectives
Responsibilities The Quality Engineer is responsible for the quality of the products purchased for the project he/she is in charge. He/she will also be responsible of the review of the quality documentation of the purchased products. He/she is under the hierarchical responsibility of the Quality Manager and the functional responsibility of the Project Manager with the following objectives:
- Customer satisfaction,
- Conformance to applicable codes and norms, directives, contractual scope of supply, Customer's technical specifications, internal standards and local regulations, in regards to the quality of the equipment and the fabrication
- Quality, conformity and completeness of the quality documentation,
- Respect of timely quality documentation issuance and review of delivery schedules.
Key Responsibilities
The Duties Of The Quality Engineer Are Amongst Others - Analysis of contractual quality specifications,
- Privilege contact of the project team for all quality aspects,
- Defend John Cockerill's interests in an appropriate way in front of Customers and Suppliers,
- Development and issue of the Inspection and Tests Plans of the projects he/she is assigned,
- Writing of quality specifications (additional requirements on raw materials, fabrication procedures, repair procedures…),
- Participation to technical negotiations and kick-off meeting (KOM) with Suppliers,
- Participation to kick-off meeting with Customers for quality aspects,
- Check of the conformity of quality documentation of Suppliers (Quality Plans, WPS/PQR, NDT procedures, NDT reports…) during project execution from KOM to the completion of the MDB (Manufacturing Data Book),
- Follow up of inspection notifications and coordination/participation with Customers with project management,
- Participate to inspections and tests at Suppliers' Yard when judged necessary.
- Privilege contact of local workshop Quality Supervisors,
- Follow up of non-conformities and action plans of Suppliers,
- Issue of Quality Release reports,
- Privilege contact of Site Supervisor for all site quality issues,
- Ensure appliance certification of the equipment stamping such as (but not limited) ASME stamp and CE marking when applicable.
- Coordination of possible Third Parties (AI, NoBo…) involved in the project,
- Preparation of the documentation for regulation registration of products (National Board for instance),
- When applicable, verification that all the documentation required by the code/norm or directive are reviewed by the third party (AI for ASME, NoBo for PED…)
- Participation to qualification process of new Suppliers,
- Technical risks assessments,
- Application of internal standards and good practices, Promotion and implementation of continuous improvement.
The Quality Engineer reports directly to the Quality Manager.
Education & Experience
- 10-15 years' experience
- Bachelor of Engineering (Welding Technology / Mechanical / Production / Metallurgy / Material) Certification from AWS / AM-IIW in Welding Technology

The Quality Engineer has a generalist profile. He/she must be available for temporary missions, sometimes on short notice, including international travel.
