Department Profile

The Finance Division reports to the Chief Financial Officer and consists of some 3,000 employees worldwide. Finance protects the Morgan Stanley franchise by serving as guardian of the Firm's books and records, and by contributing to firm wide risk management and risk reduction. Finance plays a critical role as advisor to Morgan Stanley's various businesses and its senior management team.

Team Profile

The group is responsible for leading the Basel standards implementation and RWA infrastructure transformation, working closely with Finance, Technology, Capital Planning, Risk and the business unit to deliver the critical Basel 3 Endgame regulatory initiative.

Basel III Endgame (B3E) is the latest update to global capital standards and a significant change to the current US risk-based capital framework.

US regulators have proposed July 2025 for compliance with the new requirements

Banks have approximately two years to interpret the new rules, assess their impact, address new data and tech needs, and adjust business strategies.

B3E is a chance to modernize capital infrastructure: updating tech, becoming more agile and addressing inefficiencies to lower operating costs.

Provide leadership, guidance, and monitor resources to meet the following objectives:

  • Support the preparation, review, and submission of the external regulatory capital reports – US & EMEA (US Fed Reports like FRY9C, FFIEC 101 & 102, FR 2590 SCCL & GSIB Reports, EMEA COREP Reports, FOCUS Reports & Pillar 3 Disclosures) on a monthly and quarterly basis
  • Good understanding of BASEL rules and regulatory guidelines on capital reporting concepts – Leverage, EAD, RWAs, Credit Risk, Market Risk etc.
  • Lead/participate in other special projects and ad-hoc requests as needed – Eg., Basel 3 End Game, FRTB, BCBS 239 etc.
  • Execute report pre-submission checks, implement control procedures, and review regulatory reporting requirements
  • Execute key reporting controls (cross filing reconciliations, variance analysis)
  • Prepare due diligence review decks and participate in reviews with key stakeholders
  • Review and update relevant policies and procedures
  • Participate in Regulatory exams, internal audits and address inquiries as required
  • Continually monitor developments in regulatory rule/reporting changes and support implementation of updated reporting requirements
  • Execute ad-hoc projects to support reporting automation initiatives and regulatory reporting changes

Qualifications

Skills Required:

  • 6+ years of experience in regulatory reporting production, review and submission
  • Demonstrated experience in regulatory reporting production, review and submission
  • Experience in managing, developing and leading teams
  • Strong relevant U.S. / EMEA regulatory reporting knowledge
  • Demonstrated ability to communicate in verbal/writing and present to various types of audience's complex issues in an easy to understand manner
  • Strong communication skills clear, concise, and appropriate method of delivery
  • Demonstrated experience in using regulatory and financial reporting systems such as Regulus and Axiom
  • Experience with establishing and meeting critical deadlines, as well as tracking and driving execution
  • Collaborative team player with a strong work ethic that works effectively in cross-functional team environment

Qualifications Desired

  • Chartered Accountant or equivalent specialization in Finance stream
  • Preferred 6+ years finance experience in the financial services industry (regulatory reporting, financial and product control, liquidity, treasury)
  • Regulatory and compliance knowledge with financial background and risk management is a plus
