Job Purpose:
To draft New Guidelines, Standards & Procedures to facilitate and monitor implementation of approved GSPs. Review and update GSPs as per amendments from legal body & ABG sustainability & safety cell and monitor safety performance of all projects (Green field & CAPEX), develop action plan for improving safety performance with an aim to ZERO fatalities & inculcate positive safety behavior.

KRA1
1) Draft & review of Guidelines, Standards & Procedures for Occupational Health & Safety:-
A. To develop draft guidelines, standards & procedures (GSPs) for Occupational Health & Safety across all projects.
B. To update, review & maintain current GSPs for viewing & implementation by stake holders.
- Study/ track worldwide best safety practices followed in different projects.
- To draft GSPs on Hazard Identification and Risk Analysis (HIRA)
- To incorporate suggestions/ ideas from project employees for any safety GSPs
- To assist HOD safety to formulate guidelines for Safety Management System at Project sites.
- To formulate draft safety standards & Safe work Procedures (SWP) for all Project activities.
- Monitoring & tracking incident learning and communicating the summary to HOD safety
- To incorporate experiential learnings from previous projects in GSPs on instructions of HOD safety
- To make changes in GSPs as per the recommendations of PHA's suggested
- To track changes in statutory requirement or ABG guideline & communicate the same to HOD safety for revising exiting GSPs
- To maintain the record of all approved GSPs

KRA2
2) Implementation of GSPs:-
To facilitate & monitor implementation of approved GSPs for occupational health & safety across all projects, enabling improvement of Severity Index at all Project Site.
- To maintain record of approved GSPs communicated to all relevant stake holders in projects.
- To prepare draft presentations, Audio video scripts, make appropriate changes in animations, assist in finalizing the modules for effectively communicating the GSPs
- To maintain the list of in-house trainers available
- To track leading and lagging indicators and prepare reports for submission to HOD.
- To brief safety requirements with respect to GSPs, to contractors at pre-qualification stage.
- To rate the contractors based on safety performance (site visits + documents verification)
- To prepare draft schedule for periodic third party audits.
- To conduct safety audit at project sites to ascertain adherence to GSPs & variance and submit audit report to HOD safety.
- To coordinate & assist for software development, debugging & trial runs for ease of monitoring safety performances at site.
- To prepare monthly MIS reports through MySetu software & submitting the same to HOD safety.
- To monitor near misses & report critical incidents to HOD safety for further processing
- To monitor safety leading & lagging indicators of all sites & prepare the summarized report on weekly basis for further processing by HOD safety.

3) Safety Training:
To analyse safety training needs and prepare schedule of training programs. To participate in preparing contents of the training programs. To monitor scheduled implementation.
- To analyse safety training needs received from HOD for all project personnel.
- Based on the analysis prepare the schedule of training programs.
- To prepare draft contents of the programs & suggest methodology for delivering the programs.
- To make the list of identified, internal & external trainers, prepare final training schedule for the performance year.
- To participate in preparing study material & the audio visuals, presentations to be used in the program.
- To monitor the training programs conducted at site as per the schedule and report the same to HOD safety.
- To attend some trainings & give feedback about the trainers & training program, to suggest improvement plan for identifying training needs, assist in designing the programs, organising & conducting the programs.
- To assist HOD Safety to standardise & review training resource requirements at project sites and to facilitate providing the resources.

4) Contribution to Contractor's Safety Plan:
To review the Occupation Health & Safety Plans of contractors and recommend to project site team improvements in the plans.
- To review the safety plan of site contractors & provided feedback on improvement of same.
- To review JSA/ HIRA, etc. and to provide additional control measures required to mitigate the risk.
- Incorporate changes made in GSPs in to the SHE plan and circulate the same to the all-stakeholder
- To suggest projects to incorporate PHA recommendations, past learnings, etc.

5) Knowledge Management :
To be a Subject Matter Expert for Project Safety, to keep track of Safety trends and practices in industry worldwide, to propose to HOD practices suitable to our requirements for incorporating in GSPs.
- To update Safety knowledge through networking and interaction with peers within and across the industry, internet browsing, safety seminars, conference, safety forums like British Safety Council, etc.
- To prepare proposals to incorporate in GSPs practices suitable to our requirements.
- To keep abreast of latest statutory Regulations and comply with regulations applicable to our projects.
- To assist HOD safety in planning & implementing initiatives for disseminating safety related information, data, practices to all our stake holders

6) Special Assignments:
To assist HOD safety to prepare/update special documents on different topics like:-
- Project Execution Guide, namely Vishwakarma/ Readiness To Operate (RTO) & operationalise
- Quality Assurance Plan & ensure implementation
- Fabrication, Erection & Installation (FEI)manual & its implementation
- Constructability checklist
- Pre Start-up Safety Review (PSSR)
- To prepare draft for updating specialized documents on different topics of safety, quality, execution of the projects, like RTO, PSSR, FEI, etc., by taking the inputs from relevant departments and submitting the same to HOD safety.
- To develop draft for updating OHS section for manuals like RTO covering 5 elements organization, facilities, people, safety, operation & PSSR.
- To communicate with third party software developers & UTCL IT team to develop software for vertical start up & smooth plant operation.
- To impart training to site personnel on RTO, PSSR, FEI & to handhold for PSSR.
- To draft the training presentations for documents & submit the same to HOD Safety.
- To participate in brainstorm sessions for collecting inputs & preparing manuals/ Plans.
- To assist HOD safety to coordinate for stake holders alignment for finalising the manuals/ plan.

7) Feedback about Project wise Safety performance & issues:
To compile leading and lagging indicators, to compile inputs received from different stakeholders (Including Project Cell members, consultants & Project site personnel etc.) and give proposal to HOD safety for required actions.
- To monitor safety leading & lagging indicators of all sites & formulate the report for HOD safety.
- To compile leading and lagging indicators from all Project sites for further processing by HOD.
To assist HOD by compiling observations and inputs from stakeholders visiting Project sites or from the Project site itself, proposing required actions.
