Job description
NTU is implementing the contract “Technical Assistance package for the Sustainable Energy Support Programme in Tajikistan”. Within the duration of the project, NTU will secure reliable green and affordable energy, in line with the European Union"s approach to climate-resilience, risk-information and sustainable development through:
• Better governance of Green Transition in Electricity Sector in Tajikistan.
• Improved Legal and Regulatory frameworks for the establishment of a transparent, effective, and competitive power market in Tajikistan, and,
• Enhanced organisational and financial capacity of the Generation-Transmission-Distribution Operators.
Minimum requirements
- A University degree in law, preferably with a specialization in energy law, administrative law, or related fields. A Ph.D. in a relevant area is a plus
- Minimum of 12 years of professional experience in legal and regulatory affairs
- Minimum of 3 years of specific professional experience in legal and regulatory affairs within the energy sector, with the focus on electricity and water utilities sectors, preferably in a similar international development context
- Profound knowledge of Tajikistan's energy legal framework and regulations, as well as an understanding of the broader Central Asian energy landscape and related legal and regulatory structures
- Demonstrated expertise in legal drafting and legislative analysis, with a track record of contributing to development/reform of energy legislation
- Strong analytical and research skills, with the ability to conduct profound topical or comparative legal and regulatory analyses effectively
- Excellent communication and interpersonal skills, including the ability to work collaboratively with diverse stakeholders and facilitate capacity-building activities
- Fluent in English, both written and spoken. Knowledge of Tajik or Russian languages is a plus
- Commitment to promoting sustainable energy practices, green growth, and alignment with international best practices
Tasks include
- Legal Analysis: Conduct in-depth legal assessments of Tajikistan's existing energy legislation, identifying gaps, inconsistencies, and areas requiring reform
- Comparative Analysis: Research and compare national and international energy laws, regulations, and best practices, providing insights for potential improvements and harmonization
- Drafting Legislation: Utilize advanced legal drafting skills to create primary and secondary legislation, including amendments and revisions to existing laws, regulations, and policies related to the energy sector
- Synergy with Water Sector Legislation: Collaborate with experts in the water sector to ensure alignment and synergy between energy and water legislation, facilitating a holistic approach to resource management and sustainable growth
- Capacity Building: Support capacity-building initiatives within the Ministry of Energy and Water Resources (MoEWR) and other relevant stakeholders, providing training and guidance on legal and regulatory matters
- Stakeholder Engagement: Engage with government officials, regulatory bodies, energy utilities companies, and other stakeholders to gather input, build consensus, and advocate for legal reforms and improvements
- Policy Recommendations: Provide recommendations and policy advice to enhance the legal framework for the energy sector, promoting transparency, accountability, and sustainability
- Monitoring and Compliance: Monitor the implementation of new legislation and regulations, ensuring compliance with international standards and EU guidelines
