Who we are supporting

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

• Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
• Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
• Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
• Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
• Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

The program - NCIA MANTIS

The role will be supporting the NATO Communication and Information Agency MANTIS project. The scope of the project is to deliver an extension of the NATO SECRET communications network, including Transport and Communications Services NATO CORE (e.g: Secure Voice and VTC, etc.) and Community of Interest (COI) at five different Main Operating Air Bases.In each of these main operating bases one MANTIS Enhanced Core Node (ECN) Serving the base and five MANTIS Outstations or Remote Nodes (RN), serving the Outstations within the main operating base, comprises the MANTIS Point of Presence (PoP).

Delivered from three geographically dispersed MANTIS Anchor Function (MAF) all located in Europe. MANTIS project will also deliver seven (7) deployable Network access points for extending services into dispersible shelters operating over an integrated SATCOM capability. Finally, for this purpose, MANTIS project will have to provision additional Network infrastructure, including routers, switches, firewalls, data center servers, and complete SATCOM antennas and Fly-away terminals.

At present the project is in the tendering phase and our client is developing their proposal for the project.

The intention is to engage a Test Director and subject matter expert on a short-term part-time basis to support the creation, development and refinement and of the Test, Verification, Validation and Acceptance (TVVA) plan. The TTVA plan will be submitted as part of our clients proposal to NATO.

If our client is successful and selected as the prime contractor for this project a full time position will be created for the Test Director who will then lead and oversea the Test, Verification, Validation and Acceptance activities and execution of the TVVA plan.

Role Responsibilities Phase 1

• Support the creation of the draft version of the Master Test Plan (MTP) which will be included in the proposal to NATO for this project.
• Provide TVVA insight, guidance and advice to the bid team and stakeholders

Role Responsibilities Phase 2

• Direct test planning, design and tools selection
• Establishes guidelines for test procedures and reports
• Co-ordinate with NATO NCIA stakeholders on test support requirements
• Develop and define test plans, overseas test procedures, executing or monitoring, and producing the test reports for the following test instances
  • PoC Testing at the PoC platform
  • Provisional Site Acceptance Testing (PSAT) at each site
  • Final System Acceptance Testing (FSAT), network wide
• Act as Requirements and Test Case Manager
• Be the single Point of Contract to the Purchaser on all DOORS and Test Case Management tool related matters
• Accredit experience in using DOORS and the selected Test Case Management tool

Required Skills and Experience

• Must have experience of deployed systems with at least seven years in the design and execution of information systems tests.
• Skills should be aligned with the following SFIA skill sets with minimum proven 5 years of experience in similar effort:
  • Systems development management (DLMG)
  • Data Analysis (DTAN)
  • Systems Design (DESN)
  • Network Design (NTDS)
  • Safety Engineering (SFEN)
  • Testing (TEST)
  • Systems Integration
  • Systems Installation
• Bachelor’s degree in engineering

Security Clearance

• National or NATO Secret personal security clearance

Language Requirements

• Professional Level of English

Travel Expectations

• Travel to project sites will be required.

Duration Phase 1 (short term support)

• Start Date - Immediate
• End Date - Deadline of proposal submission to NATO (currently 23 rd February but may be extended)
• 40-80 hours of support is estimated

Contract Duration Phase 2

• Contract Award/Project Start approximately Q3 2024
• Project Start Q4 2024/Q1 2025
• Project End – 30+ months from Project start
