Job Overview
The Strategic Pricing/Government Affairs Manager will support the Lead in developing and implementing pricing strategies at national level and the strategies to navigate the complex Pharma policy environment in Spain.
Key Responsibilities
Support Access & Pricing Strategy exploring innovative access and P&R models (internal and external), evaluating their feasibility in a cost containment environment with the aim of accelerate regional and national access.
Support the Pricing Strategy Activities
- National pricing and reimbursement strategy in collaboration with the Market Access Disease Specialist and Leads.
- Preparation of submissions in funding negotiations.
- Implementation of innovative strategies for the financing of our drugs as agreed with the team.
- Support the team led by the National Access Lead in the definition and implementation of the regional strategy.
- Analysis and knowledge of the portfolio and pipeline of the BMS areas of interest / competitors: Analysis of the inclusion of new drugs/indications in the NHS. Analysis of ex officio price revisions (strategies and their possible impact on the market). Benchmarking.
Support Pricing & Reimbursement Procedure
- Identify the components of the inter-ministerial commission on drug pricing (CIPM), such as the rotation of Autonomous Regions.
- Including the documentation to the Ministry's platform, GESFARMA, in due time.
- Preparation of annual patent documentation to be submitted to the Ministry.
- Preparation of annual documentation of mandatory deduction changes according to RDL 8/2010 and 9/2011.
- Analysis of the impact of the RPO (reference price order) of the company's drugs and competitors.
- Monitoring List of voluntary downgrades (AH). Listings of accepted price reductions. Quarterly lists of lower prices.
- Generic entry estimation and monitoring (price and estimated times).
- European pricing Benchmarking. Monitor the status of our drugs in other European countries.
Support for improved Access Models
- Compile, analyze and structure competitive intelligence insights: trends, evolution & anticipation of upcoming movements from both competitors & BMS pipeline.
- Develop analysis of current and future pricing scenarios by franchise.
- Identify synergies, best practices & learnings across European countries and franchises.
- Generate internal analysis of basic Pricing and Access timelines (time to P&R, time to TPR) and its comparison and positioning versus other European countries.
- Generate portfolio analysis at national, regional & hospital level (sales evolution, restrictions, opportunities).
Support the Policy Planning Activities
- Monitoring / Anticipation national and regional impacts of new Pricing and HTA policies in Spain, based on the European Healthcare Policy environment and revision of EU General Pharmaceutical Legislation.
- Contribute to the development of early access policies in Spain.
- Pharma-political horizon scanning to identify challenges and opportunities for BMS Spain
- Prepare internal reports for broad circulation within the organization on Policy/Government Affairs Issues.
- Business Alignment and Strategic Advice: Build strong relationships with internal business leaders that foster open communications and an understanding of a government's potential for impacting our business and the needs of internal clients.
- Alignment and collaboration with the WW Government Affairs team.
- Effectively convey complex national government regulations to the businesses and advise them on how to leverage that information to make effective strategic business decisions.
Requirements of the Role
- Education in life sciences, health economics, political sciences, or law preferable. Understanding of healthcare systems, including funding policies (P&R).
- Qualified candidates should have a minimum of 4-5 years of experience: working with (and/or within) national governments and institutions, pharma companies in pricing & Reimbursement.
- Having a good knowledge of the Spanish policy landscape and of its dimensions pertaining to healthcare in particular (i.e. institutions, policies, stakeholders, trends).
- Existing political network and ideally knowledgeable in Market Access, Pricing and Reimbursement.
- Understanding of healthcare systems, HTA, including funding and reimbursement policies and digital health in shaping health outcomes.
- Knowledge of the operations and issues associated with the pharmaceutical business model.
- Experienced in stakeholder mapping and action planning. Feels comfortable working autonomously with good project management skills.
- Experience in working in oncology, Hematology, Cardiovascular & Immunoscience
- Experience in analyzing complex issues, utilizing strategic thinking and implementing tactical plans.
- Working experience in the healthcare sector and with international
- Working experience with WW teams
- Languages: English oral and written
