Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany. AND EXTERNAL Local National Applicants, who reside in Germany.Performs duties in the planning and scheduling ranges for live firing of a variety of weapons. Develops, surveys, and inspects new ranges, develops technical aspects supporting requests for safety waivers in accordance with US Army, USAREUR, NATO, and GTA rules, regulations, guidelines, SOP's, policies, weapon firing tables, ballistic trajectories, and other pertinent data. Acts as advisor through the Range Safety Officer and the Chief of Operations to the Commander of the 7th Army Training Command in the technical and safety aspects concerning live firing of weapons and use of explosives in GTA for training purposes. Receives, reviews, recommend approval/disapproval of requests from training units for live firing and other training activities involving non-standard artillery firing points, impact areas, observation points, demolition points, Air Force flight paths and targets for wet and dry air strikes, use of atomic simulators, artillery grenade simulators, and/or use of range illumination. Coordinates the use of facilities for approved non-standard training activities with Combat Arms Assistance Officers and Scheduling & Processing Branch of the Operations Division, and all training units at GTA. Prepares range -firing information for the Daily Range Bulletin and the Daily Range Facility Management Support System (RFMSS). Assists training units by providing advice on the use of training facilities, scheduled weapons firing, safety considerations, preparation of non-standard training diagrams, overlays, and danger fans. Elaborates details of GTA range safety overlays for publication as Daily Training Area Safety Maps indicating training facilities, range fans, tank trails, survey control points and impact areas utilized during specific periods. Prepares 1:25,000 and 1:50,000 special GTA maps upon requests. Reviews drafts of GTA SOPs regarding training and live firing activities for compliance with Army Regulations and safety standards. Informs supervisor of necessary changes or additions to update or periodically complete publications. Range Control's Geographic Information Systems (GIS) Data/Project Manager. Responsible for the creation and maintenance of a geographic user interface for the current RFMSS database. Responsible for consolidation of GIS data in one central location and distribution via local area networks. Relies on engineering, mathematical, physics, cartography and survey skills to effectively generate and input usable data into the system. Creates library of digital references for use with GIS and/or database software. Provides all training units with access to this system via the Internet. Creates relevant GIS data layers to enhance operational effectiveness of training activities within the 7th ATC. This relevancy relies on units being able to plan their densities by knowing which areas are authorized for training. Provides better service to Range Operations, DPW, EMO, and other divisions in the form of maps derived from user-defined queries, tabular data, aerial photos, and satellite imagery. Enhance ability of Range Operations to efficiently manage, track, and return off-limits areas to training rotations. This is vital as far as providing most needed areas for units to maximize their training needs. Aids in forecasting number of days sustainable, realistic training can take place and the cost of rehabilitation. As required designs new firing ranges including facilities for accommodation of current employment of multiple weapons or diverse weapon systems. Plots survey data for precise location of firing points/areas, targets/target areas, determines surface danger zones, dimensions and angles to safety catch berms, natural backstops and terrain profiles, etc. Monitors range construction and repair, and inspects training facilities to insure compliance with safety requirements and criteria. Develops, designs, and writes requests for waivers to US Safety Regulations, for firing ranges and training activities involving use of live ammunition or explosives in new or unorthodox training situations not conforming with published safety provisions and regulations. Studies and reviews pertinent regulations, range locations, soil, vegetation, terrain features through GTA Chief of Range Operations to Commander 7th ATC for approval. Schedules and submits annual renewal requests for existing standard waivers to Commander 7TH ATC. Acts as point of contact with the Bundeswehr, the Federal Forestry Management Officials and individuals authorized entry, or required to work in restricted range areas, for information and time-limited entry authorization, and coordination of activities with operational and safety requirements. Advises, assists and exchanges information with US and NATO Range Safety Officials of other Training Areas.
