NIKA is hiring for a Construction Management/Facility Support to support the Defense Health Agency (DHA) out of the Rhine Ordnance Barracks Medical Center (ROBMC) in Germany!!

Position Description

Provides construction management support services to include on-site coordination of Medical Center construction projects at the Rhine Ordnance Barracks Medical Center, Germany (ROBMC).

Will support in the planning, coordination, or supporting in scheduling activities concerned with the medically unique aspects of construction and maintenance of structures, facilities, and systems that will comprise the replacement medical center.

Shall participate in the conceptual development of uniquely medical aspects of the construction projects that comprise the replacement medical center and support organization, scheduling, and implementation planning and surveillance activities.

Work with DHA Facilities Enterprise, Project Site Office staff, USACE, the host nation
government construction ministry (LBB) and their construction contractor to schedule the unequally medical aspects of the project in logical steps and budget time required to meet deadlines.

Work together with DHA Facilities Enterprise, Project Site Office staff, USACE, inspect and review projects to monitor compliance with project’s specifications, building and safety codes, and other regulations.

Comprehend and explain plans and contract terms to customers, administrative staff, medical staff and clients representing the Medical Center’s Facilities Management Department.

Support in the review contracts and support DHA Facilities Enterprise, Project Site Office staff,
USACE, to negotiate revisions, changes and additions to contractual agreements with architects, consultants, clients, suppliers and subcontractors.

Provide advice and coordinate with Government engineering technicians.

Study job specifications to determine appropriate construction methods are being performed in the field and advise DHA Facilities Enterprise, Project Site Office staff, USACE accordingly.

Team with, DHA Facilities Enterprise, Project Site Office staff, USACE, and observe work being
completed in the field for conformity to medically unique aspects of the project, such as electrical, mechanical, painting or plumbing where specific medical equipment or criteria exists. Advise DHA Facilities Enterprise, Project Site Office staff, USACE, of deviations.

Support the preparation of budget estimates and progress and cost tracking reports.

Partner with DHA Facilities Enterprise, Project Site Office staff, USACE, develop and implement quality control programs.

Confer with DHA Facilities Enterprise, Project Site Office staff, USACE and design professionals to discuss and resolve matters such as work procedures, complaints, and construction problems as the relate to the medical unique aspects of the project placement.

Team with DHA Facilities Enterprise, Project Site Office staff, USACE, to investigate damage,
accidents, or delays at construction sites, to ensure that proper procedures are being carried out according to the project specifications and the medically unique requirements of the project.

Required Qualifications

Minimum of three years of experience working in a capacity of similar scope
and magnitude with demonstrated knowledge of UFC 5-510-01 requirements for mechanical systems such as Heating Ventilation & Air Conditioning, Domestic Water, Heating Hot Water, Chilled Water, Steam, and Electrical systems.

Must have experience in medical construction, operation, maintenance, application,
properties, and limits of equipment and systems primarily found in large medical and dental
facilities, multistory office buildings, and research facilities including Joint Commission on
Accreditation of Healthcare Organizations, NFPA, ASHRE, Life Safety, and all medical facility
codes. Specifically, UFC 4-510-01, NFPA 99, 101, 70 and 72.

Bachelors’ degree with a focus on architecture, construction, engineering, business or related field preferred.

Minimum of 7 years experience in a healthcare construction is required.

Minimum of 3 years experience in project management is desirable.

Experience in managing healthcare construction project with USACE the VA or NAVFAC projects in the overseas environment is preferred.

Must be able to relocate to Germany if the individual does not already reside there.
