ABOUT THE ROLE 

The Transparency International Secretariat is currently seeking a Project Manager (m/f/d)to join the Projects Team to manage two projects, one regional and one global: 

1— The two-year European-Commission funded regional project ‘SAFE for Whistleblowers (Strengthening and Fostering Enabling Environment for Whistleblowers in the EU)’. This would be approximately 60% of the role. 

The aim of this project is to support an enabling environment for the protection of whistleblowers. It will contribute to enhancing transparency and accountability, the enforcement of the EU and national law, and the application of the EU Charter for Fundamental Rights, and ultimately to strengthening the protection of EU values and respect for the rule of law. It will be co-implemented with multiple TI chapters and offices in Europe - 'Czech Republic, France, Ireland, Lithuania, Netherlands, Portugal, Slovakia and TI EU – and with another French partner beyond the TI Movement.

2 — 'The Fight Against Grand Corruption: An Essential Lever for the Protection of Human Rights in the World, back-funded by the Agence Francaise de Developpement (AFD) via Federation Internationale Des Ligues Des Droits De L’Homme (International Federation For Human Rights - FIDH) and co-implemented with FiDH and TI France. This would be approximately 40% of the role.

The aim of this project is to strengthen the capacity of local CSOs to address acts of grand corruption that have a negative impact on human rights, and hold involved individuals, states and companies to account. The project responds first and foremost to the need to create a method of documenting grand corruption with an impact on human rights, and the need to strengthen the capacities of human rights defenders in the fight against corruption, in order to decrease impunity for acts of grand corruption and the invisibility of victims of corruption, and  to strengthen a global governance system that is still too fragmented on these issues. The level of effort for TI chapter implementation on this project is limited in scope to up to three country methodology pilots and up to six small sub-grants to bring grand corruption cases to UN human rights mechanisms. 

 The role requires a highly-motivated, highly-organised yet flexible professional with sound experience in complex project management and partnership working, donor relationship and reporting, monitoring, evaluation and learning (MEL), excellent co-ordination and communication skills, and a strong interest in good governance, legal accountability, whistleblower and human rights protection. The successful candidate will be offered a contract limited for two years, subject to performance.

OVERVIEW OF KEY DIMENSIONS 

Role Purpose:  The Project Manager (m/f/d) is responsible for ensuring smooth implementation of these two projects, coordinating the work flow, financial and administrative management of the projects and ensuring that agreed goals, best practice standards in project management and MEL, donor obligations and TI-S regulations are met relating to the project implementation by TI-S and partners.

Band: Salary according to TI-S internal salary structure; for this position corresponding to band PF2 a salary starting EUR 42,000.00 gross per year depending on relevant experience. 

Starting Date:  1 April 2024 

Contract Duration:Currently we can offer an employment contract for two years, with potential further extension subject to performance and available funding.

MAIN ACCOUNTABILITIES OF THE ROLE  

 Based in the Projects Team, The Project Manager (m/f/d) will: 

Coordinate day-to-day project implementation of the two projects, including activity planning, budget management, monitoring, and reporting, ensuring that all phases are consistent with the design and delivery schedule and internal processes and procedures, and striving for high-quality and gender responsive outputs and the greatest possible impact of project activities. 

Coordinate the preparation of all project management tools (project calendar, workflows, team collaboration plans, stakeholder and risk management, reporting documentation and MEL) together with relevant colleagues in other TI-S teams including Global Movement, Policy and Advocacy, Research and Knowledge and Communications. 

Work in close collaboration and ensure ongoing communication with the partner chapters to support implementation of the projects, particularly in efforts to monitorand evaluate project impact, plan advocacy interventions and communication/outreach activities, manage any key reputational and security risks, and share knowledge and experience across activities. 

Ensure the timelyand cost-effective execution of project activities and that work deliverables meet quality standards, proactively seeking input from relevant internal experts as needed.  

Deliver progress updates and risk management/escalation options to the internal TI-S boards overseeing the successful implementation of the projects. 

Collaborate and communicate regularly with the Finance team to build accuratefinancial forecasts, including reviewing financial reports and identifyingin advance areas of over- or under-spending, and flagging any urgent budgetary issues.

Together with the thematic and regional specialists in the Policy and Advocacy, Research and Knowledge, Global Movement and Communications Teams, collaborate on capacity building, network management and regional advocacy efforts related directly or indirectly to the project, procuring and task managing consultants as needed to complete project deliverables and MEL activities, and contributing to wider impact planning, reporting and co-ordination under the relevant strategic objectives. 

Coordinate the organisation of project meetings and related events as per the project calendar. 

Coordinate donor engagement and relationship management in relation to the projects. 

Contribute to the overall functioning of the Projects Team by providing proactive and ad hoc support where necessary.  

CANDIDATE PROFILE  

In order tosucceed in this role, candidates will need to meet the following: 

University degree in business administration, management, finance, social science, public administration, economics, or another relevant field 

5+ years of project management experience, preferably with an International NGO or International Organisation, with demonstratedin-depth knowledge of project management best practices and including complex multi-country or multi-partner contexts essential 

Knowledge of, or considerable interest in, the work of TI and the field of anti-corruption and legal accountability, whistleblower and human rights protection

Experience in managing and reporting on complex donor-funded projects in the civil society field, familiarity with European Commission grant management rules and regulations essential

Strong skills in monitoring, evaluation and learning (MEL) and incorporating inclusive results-based management approaches in a donor-funded project context, supporting cross-team, -country or –partner learning

Demonstrable risk management experience to ensure successful delivery of project scope, quality and impact, including sound judgement and solutions-oriented mindset

Experience of gender mainstreaming and incorporating inclusive approaches in project management

Experience with and/or a good understanding of both advocacy and capacitydevelopment concepts and processes an advantage

Solid understanding of budget/financial managementprocesses (working in collaboration with Project Accountants)

Excellent organizational skills, structured approach to task management and ability to effectively manage complex projects in a fast-paced and dynamic environment

Strong interpersonal skills and ability to communicate effectively with a wide range of internal and external stakeholders and build collaborative relationships for informal influencing for project success

Excellent oral and written communication in both English and French (for communication with partners and donors)

Results-driven and resilient self-starter, with demonstrated ability to develop creative solutions to complex problems; flexibility to accommodate unforeseen challenges or requests at short notice
