SUMMARY
In this position you will perform mechanical engineering and technical services to support functional areas related to Heating, Ventilation and Air Conditioning (HVAC) systems and interoperability/compatibility of CPS systems newly installed or retrofitted in facilities. These services take the form of technical advice, assistance, and training. As identified in this Task Order, the Mechanical engineer shall apply scientific methods and engineering disciplines, as well as possess the following engineering and technical competencies to support a variety of engineering and technical services.
QUALIFICATIONS
- Registered and certified Professional Engineer (PE) License within the United States of America with an emphasis in Facilities Design on industrial, commercial, and residential HVAC systems or an equivalent license in Europe with the expertise and professional accreditation.
- Experience in the design and retrofitting of CPS in facilities is highly desired, but not required.
- BA/BS,10 years of experience as a Mechanical Engineer, at least 3 years of which must have been with the DoDOR15 years of directly related experience with proper certifications, 5 years of which must be in the DoD.
- Cascading pressure control experience desired but not needed.
- ISO clean room desired but not needed.
- HEPA and activated carbon filters desired but not needed.
JOB DUTIES
- Conduct technical design reviews on facilities’ mechanical systems, such as Heating & Ventilation, Air Conditioning (H&VAC) systems IAW the most current version of the Unified Facilities Criteria.
- Ensure newly installed CPS are interoperable or compatible with commercially available HVAC system in the theater.
- Inspect CPS when installed by a Contractor for commissioning purposes at the installation.
- Provide a preventative maintenance program of installed CPS to the installation IAW the technical Operations & Maintenance manual from the vendor and/or Air Force Civil Engineer Center (AFCEC)/Operations Division.
- Review scope of work and all design phases of new construction, repair, modernization, retrofits or renovation for fixed sites CPS.
- Assist the Government in preparing Independent Government Cost Estimates for FSRM CPS projects to support the bases program requirements.
- The Contractor will work with Government agents, such as USACE, NAVFAC, and DIO, to provide the scope of work and 35% design for CPS requirements.
- Develop a CPS design standard document as a design standard for fixed site CPS and to supplement the Unified Facilities Criteria (UFC).
- Maintain and update the “CPS Design Standards” for bases in Germany, United Kingdom, Italy, Turkey, Portugal and Spain.
- Deconflict host nation standards with the UFC to ensure functionality, constructability and maintainability are addressed during the design phase.
- Assist the Government in the review of the design proposals related to the functionality, compatibility, and interoperability of CPS projects to mechanical HVAC systems installed in existing facilities.
- Coordinate with Naval Sea Systems Command (NAVSEA) to validate and deconflict findings from the “Preliminary Design and Cost Estimate” documents.
- Work with the MOBs to develop a list of CPS requirements with cost estimatesif no prior NAVSEA design and cost estimate document exists.
- Develop a Preventative Maintenance Task List (PMTL) with AFCEC Operations Division and CPS manufacturer to implement as part of the base Civil Engineer Preventative Maintenance and Inspection (PMI) program. A PMTL includes the type of maintenance, frequency of maintenance and checklist of maintenance on a CPS.
- Provide guidance to the MOBs on the PMI of CPS IAW the manufacturer’s O&M manual.
- Visit the MOBs during the testing and commissioning of CPS new installations for verification of functional and operation of the system and provide a report if the system passes or fails testing and commissioning to the MOBs and AFIMSC/Det4.
- Support the MOBs’ Civil Engineer Operations Flight on procedures for recurring testing of CPS as recommended by the manufacturer.
- Field phone calls, emails, or chats from the MOBs and USAFE/A4C staff related to technical Requests for Information and troubleshooting on CPS to ensure interoperability and functionality with in-place, new, and retrofitted HVAC systems.
- Reach out to AFCEC Reachback center for additional guidance when required.
- Recommend the Government a 3-year priority list of CPS projects across the MOBs.
This position is not eligible for support under NATO Status of Forces Agreement (SOFA) supplemental agreement articles 72 or 73.
