University of Maryland Global Campus (UMGC) Europe seeks a Director of Human Resources.

The Director of Human Resources (DHR) directly reports to the Associate Vice President and Deputy Director, UMGC Europe and has a matrix reporting line to the Vice President & Chief Human Resources Officer , UMGC. In conjunction with the Vice President & Chief Human Resources Officer , UMGC and designees located in Adelphi, Maryland, the DHR is responsible for the oversight of all Human Resources and Logistics operations and for administering and implementing applicable policies, procedures, rules, regulations and practices for UMGC Europe.

SPECIFIC RESPONSIBILITIES INCLUDE:

Supervise and manage daily activities and organize assignments for the staff in the Europe Human Resource Office.

In conjunction with the Vice President of Human Resources, UMGC located stateside, oversee employment, pay, and benefits administration, including but not limited to, employee relations, employee recruitment, employee rewards, employee record keeping, and open enrollment for benefits.

Oversee the administration of Individual Logistical Support (ILS), employee travel and all other associated logistical operations.

Coordinate with the Director, Overseas Diversity and Equity Programs as needed to ensure compliance with EEO, ADA, fair practices; military programs under federal, state, university system, SOFA, ILS, military and local national regulations; and applicable UMGC policies, procedures, and practices.

Provide informational and administrative support to senior level managers.

Provide information and support to all employees and supervisors on employee relations issues.

Develop employee relations initiatives with managers and employees.

Work in concert with Organizational Training and Development staff to develop and support employee training programs.

Serve as a leader for continued integration of HR operations into the various information systems used by the university.

Coordinate voluntary insurance contracts with insurance carriers (DBA, BTA, Life, etc.).

REQUIRED EDUCATION AND EXPERIENCE: 

Minimum of five (5) years of relevant human resources experience

Minimum of three (3) years of supervisory experience

Master’s degree from a regionally accredited institution or equivalent in Human Resource Management or a related field

PHR or similar certification (Must be obtained within one year of being in the role)

Organizational and analytical abilities

Strong interpersonal and communication skills

Leadership with a commitment to compliant HR policies and business practices

Ability to work under pressure in a multi-task environment

PREFERRED EDUCATION AND EXPERIENCE: 

HR generalist experience in a university environment

WHO MAY APPLY:  Local candidates with ILS preferred. Applicant must qualify for ILS as described in USAREUR Regulation 600-700, Section III, 7-13. Criteria under which applicants qualify for ILS are: must serve the US Forces exclusively; are not stateless persons; are nationals of a NATO state, excluding the host nation; are not ordinarily resident in the host nation.
