Job description
Our client is looking for an experienced engineer for their 24-motnhs contract role.
General Description
• The E5 – Engineer is a professional engineer or geoscientist who applies engineering knowledge to provide innovative engineering, estimating, planning, and quality management services for medium to high complexity projects and/or operations safely, with quality, within budget, and on time.

NOTE: The rates mentioned are NOT INC rates. The INC rate range is $110-$120/hr.
Responsibilities
Experience and Role Accountabilities
• A minimum ten (10) years of experience in a relevant engineering field or equivalent.
• Develop safe engineering solutions by using initiative and judgement to perform tasks including developing designs, analyzing and resolving problems, and interpreting engineering specifications on medium to highly complex assignments for company projects and operations.
• Meet safety, cost, quality, and time objectives by proposing changes in plans and estimated costs, recommending payment for work completed by contractors, preparing progress reports, coordinating work schedules and other similar tasks.
• Resolve highly technical and unusual design and field engineering problems by conducting independent studies and analysis, exercising independent judgment in selecting and interpreting information, recommending safe engineering designs to support successful operations and/or project completion at company.
• Participate in company’s engineering practice by conducting independent studies and analysis, contributing to the development of technical standards, exercising judgment in selecting and interpreting information, recommending safe engineering designs, and making decisions related to methods and designs as well as providing guidance and advice to other engineering professionals to develop future capability at company.
• Deliver exceptional customer service by communicating with stakeholders and performing activities such as defining the scope of engineering/geoscience services to be provided, establishing the basic design criteria with the client, approving all related technical documentation, and assessing and reporting on work progress against standards, objectives, and specifications to support completion of projects safely, with quality, within budget and on time.
• Make decisions and recommendations of a complex technical nature including the establishment of design bases, criteria and concepts, and/or on matters affecting the management of engineering/geoscience resources and activities to support major work assignments for the engineering divisions at company.

•Prior to commencement on assignment, the selected candidate must have their own sole practitioner, or the use of their firm’s, Permit to Practice with EGBC.
•EGBC Registrants provided to company through this assignment shall work under company’s Professional Practice Management Plan, Quality Management Pillar. The Registrant shall apply their own or their firm’s Permit to Practice Number to work that is Sealed by the Registrant. Retention and preservation of all project documentation produced by the Registrant during their contract with company will be retained by company to satisfy EGBC Bylaws.

Additional Experience and Role Accountabilities
• This role requires demonstrated experience with the design of Overhead - lines for operating voltages from 60kV to 500kV in an electric utility environment.
• Prepare project documentation and deliverables in accordance with company project and Engineering Design Practices (i.e. evaluation reports, specifications, proposals, estimates, design basis, calculations, hazard logs, test plans).
• Prepare design work packages including scope, duration, and level of effort estimates.
• Prepare signed and sealed engineering deliverables as a Professional of Record (PoR) in accordance with EGBC and company Design Practices.
• Provide technical assistance and construction support in the field, and undertake field reviews as required by EGBC.
• Prepare designs for existing and new facilities.
• Prepare designs, drawings, and bill of material for Transmission Overhead - Lines using various structure types (rigid and guyed) such as single and multiple pole structures, lattice; various structure configurations; structure materials such as steel, timber, aluminum, composites; conductor types such as aluminum and steel, copper, and composites; single and bundled conductors; and various related hardware.
• Prepare designs and apply loads and design criteria in accordance with regulatory and industry standards.
• Design and prepare plan and profile drawings of Overhead - lines using PLS-CADD software.
• Manipulate traditional and LiDAR survey data in models.
• Design fibre optic lines on new and existing transmission and distribution structures.
• Consider associated and related civil, mechanical, and electrical systems in design, such as right of way use, foundation connections, surge arresters, disconnect switches, lightening protection, phase separation, conductor hardware assemblies, guy assemblies, insulators, aerial marking, damping, vibration, jumpers, spacers, arcing horns, radio interference, audible noise, conductor optimization, galloping, vibration.
• Prepare commissioning test plans and summary of requirements documentation.
• Consider interface of lines terminations with Station design.
• Provide technical guidance and review of designs prepared by others following established practices.
• Manage design tasks including scope, schedule, and cost.

Work Assignment Requirements:
Assignments that the CLRA Overhead Lines Engineer would support would include, but not be limited to:
1. Transmission Line Asset Transfers from customers electing to design and build an interconnecting transmission line with the intention of transferring the asset to company. This is a fast-paced, customer-facing, multi-disciplinary and highly demanding portfolio requiring a highly initiative and proactive engineer who can effectively balance technical and stakeholder requirements and constraints and has strong business acumen and communication and facilitation skills.
2. Transmission Line Relocations from customers needing to relocate our T Lines asset to accommodate their proposed developments such as residential building, new infrastructure such as pipeline or highway and modification of existing infrastructure such as pipeline twinning or highway widening. This is a highly variable portfolio as the magnitude and pace are primarily driven by the customer. The work may be in a dense urban environment comprising of many stakeholders and physical constraints. Engineering may be delivered through a combination of internal engineering and external service providers whose work will need to be coordinated and reviewed (by company Owner's Engineers).
3. Complex Sustainment Programs. A subset of otherwise low-complexity high-volume sustainment programs may be complex due to specific site conditions, special design components, stakeholder sensitivities, complex construction staging, etc. Those complexities will require an Overhead Lines Engineer to assess for complexity, come up with an engineering delivery plan to address the complex design components and execute that plan in concert with the Program Manager while minding the overall program schedule, scope, and budget.
4. Emergency Restorations. The Overhead Lines Engineer may be called upon to lead a team of multi-disciplinary engineers to respond to field crews' engineering support needs during emergency restoration works (in response to events such as wildfires, avalanches, erosions, etc.). The ability to work well under pressure and the ability to facilitate quick analysis and decisions are key.
The assignment will be done in accordance with company's pertinent standards and practices and in collaboration with company's internal engineering teams and stakeholders.

• High proficiency in PLS-CADD
Preferences:
• Working knowledge of company Transmission Engineering Overhead Lines Standards and Design Practices is an asset
• Project Engineering experience coordinating multi-disciplinary engineering teams is an asset
Qualifications
Education and Skills
•Registered Professional Engineer (P.Eng.) or Professional Geoscientist (P.Geo.) with Engineers & Geoscientists BC or with another jurisdiction and eligible for registration as such with Engineers & Geoscientists BC

•Intermediate English skills for professional environment, written and spoken
•Familiarity with CAD systems and drawing standards
