Job description
Under the general direction of the Analytical Services Branch Head the Laboratory Supervisor is responsible for supervising and directing staff in the Analytical Services Branch Laboratories. The Laboratory Supervisor is responsible for coordinating activities associated with the provision of analytical services by all work units in the laboratory as required for the City’s water supply, treatment and distribution system, wastewater treatment plants, regulatory operating licenses (re: compliance monitoring requirements for the water treatment, distribution system, wastewater treatment plants and biosolids disposal), Sewer Use Bylaw monitoring program, Storm Retention Basins monitoring program, Outfall monitoring, public environmental concerns and special projects. You must respond to emergency situations as required. You are also responsible for the development, implementation and enhancement of water and wastewater monitoring and sampling programs and laboratory procedures as well as the development of laboratory testing procedures and provision of technical training for laboratory personnel. You will ensure that the laboratory infrastructure as well as its quality management system and CALA Accreditation under ISO 17025:2017 standards are maintained and that personnel are following safe work practices.
As the Laboratory Supervisor you will:
- Be responsible for supervision of staff; scheduling, coaching, training and work monitoring in accordance with standards, policies and practices to ensure Laboratory meets and maintains quality standards and licensing requirements.
- Be responsible for quality maintenance and calibration of laboratory equipment and provide technical direction to staff.
- Assist with equipment specification definition and the budget process.
- Ensure all necessary records are maintained for Accreditation, analysis and reporting purposes.
- Ensure laboratory operations are in compliance for accreditation requirements and provides interpretation of data to Management and clients as required.
- Review data/reports on various analytics to identify trends or improvements and to meet licensing and accreditation requirements.
- Review, recommend and implement laboratory operations improvements.
- Ensure laboratory and staff operate in accordance with policies, procedures and established safe practice standards.
- Perform other related duties consistent with the classification as required.
Your education and qualifications include:
- High school graduation or equivalent.
- Successful completion of a Degree in Science or a Diploma in Science Laboratory Technology or equivalent Science degree with three full courses (18 credit hours) in chemistry.
- Successful completion of at least one chemical instrumentation course.
- Minimum of 5 years of directly related laboratory experience in a variety of capacities.
- Direct experience with the full range of instrumentation used in an Environmental/ Analytical laboratory, e.g., Auto Analyzer, Gas Chromatography, Inductively Coupled Plasma-Mass Spectrophotometer (ICP-MS), Organic Carbon Analyzers, BOD Analyzers, pH meters, Dissolved Oxygen meters and UV-Visible Spectrophotometers.
- Demonstrated ability to determine of potential sources of interference, contamination, common problems with the instrumentation and detailed analytical including the evaluation of new equipment or Technologies.
- Knowledge of legal monitoring/sampling.
- Demonstrated knowledge of various sampling techniques, equipment and procedures including steps to ensure that sampling programs are providing results that are representative of the sampling in the treatment facilities as well as sampling in the field and at various locations in the Department’s infrastructure.
- Demonstrated knowledge of the instrumentation and technology used in the laboratory.
- Knowledge of a wide variety of water and wastewater treatment processes.
- Demonstrated ability in the management and interpretation of data provided by staff.
- Ability to supervise and lead a team of laboratory technicians running a variety of instruments/tests/programs.
- Demonstrated knowledge of the various methods used to document the validity of results and to demonstrate that an analytical process is in control.
- Demonstrated ability to use personal computers and software such as, Microsoft Office Applications, instrument software and a Laboratory Information Management System.
- Demonstrated ability to establish and maintain positive working relationships with employees at all levels or the organization, external contacts, the public, and industry representatives, in accordance with the Respectful Workplace Standard.
- Demonstrated ability to work independently with minimal supervision.
- Demonstrated ability to prioritize assignments and multi-task.
- Demonstrated ability to communicate effectively, verbally and in writing, with clients, staff, and members of the public.
- Demonstrated ability to work under stressful and sometimes confrontational conditions.
- Must have a thorough knowledge of the occupational hazards, safety precautions and regulations applicable to the position’s area of work, practice safe work habits and work within safety guidelines, policies and legislation.
- IMPORTANT : Applicants who have been educated outside of Canada must have education which is comparable to the minimum qualification in Canada. Applicants submitting foreign credentials require an official academic assessment report issued by a recognized Canadian assessment service at application.
Conditions of employment:

- Must possess and maintain a valid Class 5 Manitoba Driver’s Licence.
- Physically capable of performing all of the duties of the position in various weather conditions and in hazardous locations.
