Salary: $42.05 -$52.56 Per Hour

About The Job:
The Manager of Learning & Development is responsible for supporting the culture and growth of the organization through the development of people and processes. The role supports Health PEI by developing and supporting systems and programs that contribute to the overall health of the organization through our people. The Manager of Learning and Development will have influence over the entire organization, including leading and supporting organizational and leadership development programs and initiatives to help enhance service delivery effectiveness to assist in improving patient outcomes.
Duties:
· Works with the Director of HR Analytics, Systems, Payroll, Learning and Development, to lead the design of the organization’s learning and development strategy.
· Customizes and Integrates LEADS Capability framework to meet Health PEI’s needs, and incorporates into the creation of the organizational competency framework.
· Creates and implements an organizational learning and development plan in alignment with the organization’s overall goals and values and provides suggestions on improving existing development initiatives.
· Designs, procures, and coordinates appropriate learning & development initiatives based on identified needs, and manages relationships with internal subject-matter experts and external training consultants and learning vendors as needed to ensure the delivery to appropriate learning & development experiences.
· Uses an evidence-based approach to organizational development activities by performing needs assessments using a variety of sources to identify gaps in training, skills, and performance, and by evaluating and analyzing L&D programs to ensure alignment with actual needs and organizational goals.
· Reviews existing learning solutions on a regular basis for quality assurance and to provide recommendations for improvement.
· Incorporates blended learning and adult learning principles, and selects the appropriate instructional mediums, including self-led programs, instructor-led programs, e-learning, and classroom settings.
· Develops assessment tools and metrics to measure the impact and effectiveness of learning and measure progress against goals.
· Reports on the division’s Key Performance Indicators (KPI’s) and develops strategies to ensure goals are met.
· Monitors progress towards objectives, implements risk mitigation strategies when required to ensure targets are met or reprioritizes where necessary.
· Plans, develops, and administers leadership development initiatives, and evaluates existing initiatives to suggest improvements.
· Ensures corporate policies for learning and development are current and are reflective of a progressive and supportive health authority.
· The Manager of Learning and Development leads and champions health system L&D innovation initiatives, coordinating project design and implementation, establishing evaluation criteria, preparing and assisting in presenting submissions to various partners.
· Works collaboratively within the HR division, and with HPEI operational leaders on learning and development initiatives.
· Serve as a subject matter expert on, employee development, coaching and feedback, performance leadership and action planning.
· Oversees the implementation and ongoing administration of the Learning Management System, in alignment with the learning and development strategy as well as Health PEI’s organizational development programs and strategic objectives.
· Researches new trends and approaches in the learning industry and serves as a champion for a learning culture in the organization.
Minimum Qualifications:
· Bachelor’s degree in Organizational Development, Human Resources, Industrial Relations, or another relevant discipline.
· Extensive Experience (Minimum of 5 years) of progressive experience in a learning & development or organizational development role.
· 3 to 5 years of leadership, coaching and management experience is required.
· Experience with assessment and psychometric tools.
· Experience working with learning management systems.
· Experience designing e-learning programs.
· Experience delivering adult learning solutions.
· Experience in project management and budgeting.
· Demonstrated equivalencies will be considered
· Proficiency with Microsoft Office Suite.
· Must have knowledge of Human Resources principles, best practices, and current trends, preferably in a health care setting.
· Must have excellent interpersonal, verbal, and written communication skills.
· Good organizational skills and the ability to prioritize competing demands and request for information as needed.
Other Qualifications:
· Adult Learning/Education certification is an asset.
· CPHR program completion or in progress, an asset.
· Master’s in Organizational Development, Human Resources, Industrial Relations, or another relevant discipline, is an asset.
· Experience with LEADS Foundations and/or Certified LEADS Specialist, is an asset.
· Leadership experience in a health care organization is preferred.
· Demonstrated skill and success in establishing relationships and partnerships with key stakeholders both internal and external.
