Job description

SUMMARY

Reporting to the Director of Operations, the incumbent plans, organizes and manages all operations in the technical works, special projects, water and sewer systems, buildings, and municipal fleet divisions, as well as the work of civil engineering technologists; manages the human, financial and material resources assigned to him/her; and helps to establish safe work methods and procedures by ensuring compliance with occupational health and safety legislation.

DUTIES AND RESPONSIBILITIES

1. Management, planning and organization
• Work with the Director of Operations to set the directions and objectives of his/her division
• Work with staff from the areas under his or her responsibility, including the water and sewer systems superintendent, the buildings specialist, municipal fleet personnel, and civil engineering technologists, to ensure the smooth operation of those areas
• Ensure collaboration between his/her team members and operations centre staff
• Work closely with the management team of the operations department and/or other municipal departments to carry out projects and service contracts for all activities under his/her responsibility
• Plan, organize and oversee the implementation of various initiatives in the areas under his/her responsibility, based on priorities and operational needs
• Follow up on complaints and requests for services in the areas under his/her responsibility and take the necessary corrective measures
• Advise on, and participate in, the development of guiding principles and ensure the implementation, enforcement and updating of development and policies, procedures and regulations
• Help to prepare the annual report, budget and objectives for which he/she is responsible
• Work with his/her teams to develop and identify best practices, methods and procedures that are aligned with regulations and standards
• Innovate, develop, organize and manage programs, and evaluate their performance to ensure optimization, and make recommendations to his/her superior, with a view to meeting the needs of residents
• Manage and address complex information requests and complaints from users
• Ensure the implementation of municipal fleet-related initiatives
• Measure the performance of areas for which he/she is responsible
• Sit on various committees and/or attend meetings where his/her presence is required as a municipal representative
• Draft memoranda, reports and other administrative documents
• Participate in, and/or replace, the director at Council meetings, as required
• Perform any other tasks related to the position to ensure smooth operations

2. Financial resources
• Prepare operating and capital budget forecasts for the division
• Monitor maintenance and operating costs and recommend corrective measures and improvements to ensure optimization
• Prepare production reports geared to evaluating process performance
• Prepare applications for grants, subsidies and calls for tender

3. Human resources and labour relations
• Manage the division's human resources-related aspects, taking care to comply with municipal policies, regulations and administrative procedures, as well as the current collective agreement; this includes, but is not limited to, activities related to staff supervision, motivation and involvement, communication, performance appraisals, training and attendance
• Develop and oversee employee work plans based on the division's areas of activity
• Participate in division staffing processes alongside Human Resources, including orientation of new employees
• Identify the training and professional development needs of staff
• Advise and support staff to ensure a healthy work environment
• Encourage teamwork and harmony by fostering a positive attitude

4. Occupational health and safety
• Communicate and ensure employee compliance with occupational health and safety regulations
• Help to establish safe work methods and procedures
• Facilitate the creation of a safe work environment by enforcing preventive occupational health and safety measures and ensuring the safety of places and individuals
• Establish and support processes and procedures to achieve safety objectives
• Inform management of the presence of risk factors or accidents, and participate in accident investigations
• Participate as required in meetings of the division's occupational health and safety committee

MINIMUM REQUIREMENTS

Education
• College or university diploma in administration, civil engineering, municipal engineering or a related field

Driver's licence
• Class-5

Experience
• Five (5) years' experience in the management and building of municipal infrastructure and/or utility operations or in a similar industry
• Experience supervising staff in a unionized setting (asset)

Knowledge
• Excellent command of spoken and written French and English
• Extensive knowledge of strategic planning and project management principles
• Extensive knowledge of financial and human resources management principles
• Excellent working knowledge of applicable occupational health and safety legislation, preventive measures and practices
• Extensive knowledge of Microsoft Office (Word, Excel, Outlook, etc.)
• Extensive knowledge of the Standard Municipal Specifications document
• Sound knowledge of the municipality's water distribution system operation and maintenance manual

WORK SCHEDULE
• Thirty-five (35) hours a week

SALARY
• Based on the current salary scale
