TWD is currently looking for an Intermediate Procurement Specialist. This position is based in Burlington, ON.
Summary
The Procurement Specialist - Intermediate is responsible to support various purchasing activities of TWD Technologies Ltd. (TWD). The incumbent supports the execution of our procurement related business processes for EPCM projects as well as other internal business needs.
In addition to undertaking the design and engineering for the project, TWD EPCM is usually required to procure, on behalf of the Client, sub-consultants services, materials, equipment and/or construction works necessary for the proper completion of the project. To this end, TWD is required to establish a system or follow procedures for implementing such procurement arrangements.
This may be a significant task if the project is broken down into many components and involves the TWD preparing a suite of standard form procurement and construction contracts for the project (in conjunction with the TWDs legal advisors/Client), establishing a tender process suitable for the project and works to be approved by the Client, responding to tender clarification issues, negotiating the commercial terms of all construction work packages and supply contracts and finalising each of the agreements for execution by the Client or approved by the Client for execution by the TWD.
The procurement team is also responsible to work with the engineering and construction teams and assumes care, custody and control including:
- Tracking and expediting of materials and services, and reporting status to the project team
- Maintaining all procurement and vendor documentation in TWD’s Newforma system, including circulating vendor documentation to engineering and construction teams as required, capturing TWD comments and returning to the vendors to ensure that the materials and equipment received conforms with the final design and construction requirements
- Negotiating transportation and logistics from the suppler to the job site
- Insurance administration to mitigate TWD exposure of losses while materials and equipment are in TWD care
- Materials receiving, non-conformance, over/short/long quantity management.
- Warehousing and site management of materials
- Equipment and material preservation and warranty transfer
- Vendor management to support the project team with technical, pre-commissioning and commissioning activities
- To ensure the delivery of procured items to the Job Site in accordance with the required on site (RAS) dates based on the project execution schedule
- Coordinate the final disposition of any excess materials at the end of the project, and recover any monies to the project’s benefit from return/sale of same
Activities include but are not limited to supporting the preparation of requisitions and our processes related to purchase commitments with our external suppliers. The Procurement Specialist shall endeavour to achieve the best value for products and goods acquired and that TWD ensures that all vendors work within our corporate policy guidelines and values.
Job Duties (may include but are not limited to):
- Implement the procurement execution processes in accordance with the Corporate QMS (Quality Management System)
- Gather information from potential vendors and work to establish relationships based on TWD’s product and service needs
- Administer TWD vendors within our system and verify/input related data as required
- Prepare and issue Requests for Proposals, Bids or Quotes with vendors
- For inquiries issued, retrieve vendor proposals, bids or quotes and coordinate commercial/technical reviews for purposes of short-listing or recommending selected vendors.
- On behalf of TWD, coordinate resolution of technical and commercial clarifications with vendors
- On behalf of TWD, lead and/or support negotiations with vendors on price, availability of products or services, and delivery schedules, etc.
- Prepare / review purchase requisitions and purchase order adjustments
- Prepare and place purchase orders with TWD vendors and in compliance with our systems
- Identify, research, and resolve problems relating to purchasing issues
- Analyze, identify and communicate information regarding purchase orders with our vendors
- Working with our project teams, maintain and administer project procurement documents as required
- Working to support our project teams, ensure that TWD vendor contracts are fulfilled
- Develop reports to track vendors and category spending for TWD
- Assist our project teams with project planning and scheduling pertaining to vendor and other procurement related activities
- Within our QMS system, work to further develop TWDs procurement processes and assist with implementation as a part of continuous improvement
- Maintain an extensive database for all vendor orders that is current and provides information for analysis and reporting
Requirements – Industry Specific - University or college degree in a related business field
- Min 5-10 years experience in a procurement role (preferably in an EPCM environment)
- Knowledge of product and service purchasing policies and practices in an industrial or consulting environment
- Experience with procurement functions within an ERP business environment
- Interpersonal / human relations skills
