The Nova Scotia Apprenticeship Agency (NSAA) is responsible for stewarding and operating a relevant, accessible and responsive industry-led trades training and certification system and improving access to and participation in the system for Indigenous Peoples, African Nova Scotians and or other racially visible persons, Person with Disabilities, Newcomers, Women and members of other equity deserving groups.
About Our Opportunity
The Manager of Programs has a large portfolio at the Nova Scotia Apprenticeship Agency that requires advanced strategic leadership in the administration of the Apprenticeship and Trades Qualifications Act, General Regulations and Trade Regulations along with the development, enhancement and delivery of Agency policies and procedures.
The Manager is responsible for advising clients and employers on their responsibilities and maintaining relationships with associations, unions, equity-deserving groups, training providers and other stakeholders. The Manager has responsibility for a team of professionals to advance the skilled trades in Nova Scotia.
Primary Accountabilities
Key Responsibilities include:
- Develops and/or delivers a plan for a portfolio of program/services for the NSAA by managing a team of professionals. Mentors, coaches, and monitors team to facilitate Agency objectives and ensures that the interests and objectives of the Department are observed in the management of the portfolio to support the overall Government strategy to advance the skilled trades in Nova Scotia.
- Directs the administration and operation of the apprenticeship and trades certification system by mitigating risks to the Minister by providing interpretation of policies, legislation, new initiatives and program revisions to the managers, employees, clients, internal and external stakeholders.
- Provides leadership within the apprenticeship and trades qualifications system by utilizing a broad knowledge of policies, programs and legislation to establish collaborative relationships within Government, training providers, clients, employers, equity-deserving organizations and ensuring mechanisms are in place to monitor and report operational issues on policies, planning and solutions for identified issues.
- Plans and implements quality framework which consists of ensuring service standards are met and measured as benchmarks along with implementation of measures as part of continuous quality improvement.
- Identifies shortcomings, suggests improvements and implements approved revisions to current processes, systems and procedures for the program management function. Leads and provides feedback on complex issues at the senior level and works in collaboration with partners for a resolution. Represents Department on committees with stakeholders to establish protocols in relation to program and related legislation. Responds and provides direction to Ministerial requests.
- Ensures the effective management of human and financial resources by setting and evaluating staff performance targets, promoting diversity and a healthy workplace, demonstrating leadership competencies, respecting corporate human resources practices, promoting teamwork and individual development, maintaining internal communications, monitoring expenditures while adhering to procurement guidelines. Manages budget for the work unit.
Qualifications and Experience
To be considered for this leadership opportunity, you hold a university degree with leadership experience in operations in a regulatory environment (an equivalent combination of training and experience may be considered).
You are a strong and effective communicator, a superior relationship builder, and you possess experience in leading teams in complex environments. You are committed to open communication, collaboration and consultation with staff, partners and stakeholders and are recognized for your creative problem-solving ability, and in-depth experience leading complex operations.
You must also demonstrate:
- Some work experience at a managerial level.
- Several years experience in administrating legislative programs
- Strong working knowledge of and relationships with Mi’kmaq/Indigenous Peoples, African Nova Scotian, and newcomer communities in Nova Scotia.
- Excellent interpersonal skills, relationship building skills, an ability to handle and organize large workloads, and a proven ability to communicate effectively both orally and in writing.
- An aptitude to deal with complex issues, strong analytical skills and tact and diplomacy.

Working Conditions
- Normal work week is 35 hours/week, 7 hours/day
- May be required to work overtime on occasion
- Requires travel within the province

Pay Grade: EC 12
Salary Range: $3,561.95 - $4,452.43 Bi-Weekly
