The Opportunity
The City is currently seeking a Human Resources Advisor, reporting to the Manager Human Resources Advisory Services. As the HR Advisor, you will help leaders attract and retain our most valuable asset – our people. With expertise in recruitment, employee and labour relations, employment practices, workplace culture, coaching, conflict management, and compensation, the HR Advisor and team supports the entire lifecycle of our employees. You will utilize your exceptional communication skills to partner closely with senior leaders to ensure a smooth and consistent flow of people related services to management and staff.
Accountabilities
• Day to day support and coaching to the management teams on all aspects of “people” interventions, thereby assisting them to efficiently manage their staff to achieve strategic objectives.
• Work proactively with managers to identify challenges and recommend solutions to key issues.
• Advise managers on interpretation of collective agreements.
• Support managers in developing skills in recruitment, selection, and retention of staff; develop healthy and respectful working relationships; performance management; guidance with change management initiatives; guidance and expertise to relevant programs, policies and HR initiatives; facilitate return to work meetings and assist with investigations and resolution of workplace conflicts, policy breaches, etc.
• Identify improvement opportunities through research of best practices; utilizing outputs from HR metrices and work with internal customers to identify, develop solutions and prioritize delivery of their people needs.
• Represent the City with various initiatives, including collective bargaining, grievance mediation, arbitrations and other external hearings.
• Chair Job Evaluation Committee and Labour/Management committees.
• Actively participate in HR project work, such as development of new human resources initiatives for a division or the organization.

Qualifications
Bachelor’s degree in Business (human resources management concentration preferred), or related field. Five (5) years experience providing human resources services in a complex unionized environment. Experience with strategic change management, conducting employee recruitment and selection, job evaluation systems, conflict resolution and labour/management negotiations. Proven experience working and collaborating with management teams in a consultative and analytical capacity.
Certified Human Resources Professional designation (IMPA or CPHR) is considered an asset
An equivalent combination of education, training and experience, which would provide the required knowledge and skills, may be considered.
Successful performance in this position requires a results oriented, service mindset, with specific expertise and knowledge of current and innovative approaches to human resource management. Excellent time management and organization skills, with the proven ability to juggle and reprioritize based on business requirements. Client-service focused, with a “we can help”, teamwork approach. Interest in personal development and keeping current in human resource practices through external resources and building a strong HR network.

9:00 am. - 4:30 p.m.
