Job Summary
Reporting to the Commissioner of the Public Works department, the Director of Waste Management and Road Operations plays a pivotal role in ensuring efficient and sustainable waste management practices as well as ensuring a safe and well-maintained road infrastructure within the municipality. With a team of over 65 professional and front line staff, this leadership position requires a strategic thinker with strong operational acumen, excellent communication skills, and a commitment to environmental stewardship and community service.
Duties & Responsibilities
- A member of the Public Works Departmental Management Team responsible for providing direction and leadership to the Waste Management and Road Operations division.
- Strategic Planning: Develop and implement long-term strategies for waste management and road operations that align with the municipality's goals, regulatory requirements, and sustainability objectives.
- Team Leadership: Provide effective leadership to the waste management and road operations teams, fostering a culture of accountability, collaboration, innovation, and continuous improvement. A key role is the mentoring and development of staff.
- Budget Management: Manages a combined annual budget of $114.1 million.
- Collaborate with internal departments, elected officials, community groups, and external agencies to address concerns, gather feedback, and promote public awareness and participation in waste management and road safety initiatives.
- Explore opportunities to leverage technology and innovation to enhance waste management practices, optimize road operations, and improve service delivery efficiency. Evaluate emerging trends and best practices to inform decision-making and drive continuous improvement.
- Additional responsibilities as required, depending on the needs of the organization.
Waste Management:
- Responsible for key services that include:
- Managing various contracts for the collection, transporting, processing and disposal of residential solid waste, recycling, organics, and yard waste in accordance with regulatory requirements and Certificate of Approvals.
- Managing the Region’s Halton Waste Management Site, including the Region’s active landfill and closed disposal sites.
- Lead the implementation of policies, strategies, and operational changes as identified in the Regions’ Solid Waste Management Strategy, including waste reduction, recycling, and composting, aiming to improve customer service, minimize landfill usage and maximize resource recovery.
Additional Duties and Responsibilities
Road Operations:
- Responsible for the development of road safety and traffic management policies in accordance with Provincial legislation and Halton’s Strategic Business Plan.
- Responsible for the implementation of transportation related functional planning/operational and traffic engineering studies.
- As a key partner, support the development and implementation of the transportation capital program.
- Plan, negotiate and manage contracts with the four local municipalities for the delivery of road operations and maintenance, including snow removal, street cleaning, pothole repair, and other maintenance activities to address infrastructure needs and enhance road safety.
- Engage with the Director of Engineering and Construction to ensure the successful delivery of capital projects.
- Engage with elected officials, local municipal staff, and customers as necessary to support all projects, departmental programs, and strategic objectives.
- Develop and implement maintenance plans for Regional roads, sidewalks, and related infrastructure to ensure safe and efficient transportation networks.
- Monitor road conditions, traffic flow, and infrastructure performance, implementing measures to mitigate risks and optimize operations.
Skills & Qualifications
Essential
- University degree in Environmental Science, Civil Engineering, Public Administration, or a related field. Master's degree preferred.
- Professional certification or licensure in waste management, environmental engineering, or related disciplines is advantageous.
- Extensive experience (8+ years) in municipal waste management, road operations, or related fields, with progressively increasing levels of responsibility and leadership.
- Strong understanding of waste management regulations, recycling practices, and environmental sustainability principles.
- Ability to build, develop, coach and support a team of highly engaged staff and to work collaboratively across the department as well as the organization as a whole. Establishing a clear vision for the division and managing change will be critical to the success of the team.
- A natural relationship building, a great communicator, and a results driven individual, the Director is an experienced and well rounded “hands on” leader with a focus on growing the team, driving operation performance and continuous improvement initiatives.
- Through an innovative and continuous improvement mind-set, the candidate will leverage experience in municipal project planning and execution, water and wastewater supply and treatment, front line operations and maintenance, and research and development. An in-depth understanding of relevant standards/legislation.
- Proven decision-making abilities combined with strong public engagement skills to build partnerships and collaborative relationships with people both inside and outside the organization and represent the Region on organizational and strategic issues. Excellent communications skills both verbal and written including a proven ability to develop and deliver strong and effective presentations to both staff and Regional Council.
- A strong focus in customer service excellence and superior strategic and business planning knowledge and skills. Possess expertise in financial business management, operating budget development including monitoring and control, business case driven decision-making experiences.
- Proven senior level negotiation and conflict resolution skills. Political awareness and a proven ability to work effectively and collaboratively with others including other levels of government.
- Proficiency in data analysis, GIS software, and other relevant technology tools.
