About Our Opportunity

 

If you are interested in working on the research, analysis, measurement, and evaluation of complex social policies and programs this opportunity may be for you! You will have the opportunity to work directly with colleagues on the evaluation of initiatives that affect vulnerable Nova Scotians.

 

Reporting to the Manager of Evaluation, Strategic Policy and Decision Support, you will work closely with program divisions to assess a wide range of initiatives aimed at supporting vulnerable Nova Scotians who are served by the CFW, DSP, ESS, and IA programs. This work involves the coordination of multi-disciplinary teams to plan and conduct evaluations, develop a wide range of deliverables, and provide evidence-based recommendations to inform decision-making within the department.

 

You will liaise with DCS leadership and the Central Agencies of government including Finance and Treasury Board, Executive Council Office and others as required with respect to the preparation of policy advice, requests for legislation, briefing material, submissions to Cabinet and other corporate functions for the Department.

Primary Accountabilities

 

You will provide evaluation evidence and strategic advice to senior management to inform the Department’s strategic policy and program objectives. You will provide a corporate lens to evaluation planning in the Department, ensuring clear connections are made to the Department’s mandate priorities and government’s broader strategic priorities. Furthermore, you are responsible for ensuring that a robust equity and anti-racist lens is imbedded in all evaluation processes.
 
In this role, you are responsible for providing leadership, direction and expert evaluation advice to the Department to support the achievement and advancement of our mission and strategic directions. You are required to liaise with departmental stakeholders and other government partners.

Qualifications and Experience

 

You have completed a bachelor’s degree in a related discipline plus a minimum of six (6) years of related experience in leading and conducting evaluations of complex social policies and programs. Knowledge of government processes and government structure is ideal. 

 
You have demonstrated experience integrating an equity and anti-racist lens in evaluation practices, ensuring that implications for marginalized populations are considered at every stage of the evaluation process.

 

Proficiency and demonstrated capabilities in utilizing various evaluation methodologies, data analysis methods, data interpretation, reporting findings, project management, as well as drafting briefing materials, cabinet submissions and other relevant documents are required. Proficiency with Microsoft Office Suite and computer literacy is also required.

 
You must have strong critical thinking and analytical skills along with problem-solving, risk assessment and consultation skills. Excellent interpersonal skills, time management skills and a high level of competence in written and verbal communication are essential. You must have strong planning and organization skills with an ability to achieve strict deadlines and manage multiple projects.

 

It is considered an asset if you:

• Have an active membership with the Canadian Evaluation Society, and
• Are pursuing the Credentialed Evaluator (CE) designation or have the CE designation.

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Working Conditions

 

Your normal work week is 35 hours/week, 7 hours/day. The work is fast paced with competing priorities. Most of your work is spent located in a comfortable office environment. Some travel may be necessary in this role. There may also be opportunities for flexible working options which can be explored at the offer negotiation stage.

What We Offer

 

 

Pay Grade: PR 17  

Salary Range:  $3,091.70 - $3,631.17 Bi-Weekly
