Main Purpose and Function
The Change Management Specialist is responsible for the development and implementation of change management strategies and plans for key City projects and transformation initiatives. Through applying a structured change management methodology, the position is responsible for increasing understanding of and commitment to project goals, and to minimize resulting impacts from business, technological, process and organizational changes.
The Change Management Specialist works closely with and provides expert-level strategic and tactical advice to senior-level sponsors (executives, leaders, managers), project managers and other stakeholders. The Change Management Specialist is the change management lead for projects and is accountable for defining and leading all change management activities to ensure impacted stakeholders can adapt to and adopt upcoming changes.
The Change Management Specialist has access to confidential information and makes recommendations for changes in methods, processes and procedures that may have an impact on financial and operational areas as well as staffing work loads, working conditions, changes in positions or staffing levels.
Specific Duties and Responsibilities
- Develops comprehensive change management strategies and plans for projects and initiatives
- Identifies organizational, technology and business process impacts (and potential gaps) and designs and recommends transition strategies to minimize those impacts. Potential impacts may include: reassignment of work tasks, new roles/responsibilities and creation/deletion/relocation of positions
- Works with sponsors and project managers to identify change management opportunties and to integrate and align change engagement activities with project work plans and other planning documents
- Works both independently and within a group setting to deliver on enterprise-wide transformational projects and provides coaching, communication and training support, in addition to engagement activities
- Analyzes possible work force transition alternatives, summarizes implications and makes recommendations for changes in methods, processes and procedures that may impact on financial and operational areas as well as staffing work loads, working conditions, and changes to positions or staffing levels
- Develops and evaluates department and organizational readiness assessments, pulse checks and metrics to measure stakeholder readiness during key milestones, including understanding the department and organizational cultures and needs
- Delivers on change management strategies. This includes:
- Stakeholder engagement activities, providing support from management to front-line staff
- Communication activities to ensure staff are adequately notified of pending changes
- Development and delivery of training to ensure staff can perform work tasks in the new environment
- Development and implementation of sustainment activities to provide support post go-live
- Liaises with stakeholder groups to ensure preparations are made for pending changes
- Mentors select staff such as change advocates and subject matter experts in supporting their departments
- Other duties/responsibilities as assigned
Qualifications
Education:
- Bachelor's degree in Business Administration, Management, Communications, Social Sciences or related discipline; or equivalent combination of training and work experience in the field of change management
- Change Management certification (Prosci, Certified Change Management Professional [CCMP] or equivalent) is required
- Project Management qualification and/or training is preferred
Experience:
- Considerable experience working as a change management practitioner to successfully design, deliver and implement change management components for major projects, preferably 5 years
- Some experience leading training design and delivery effort for a variety of user groups, preferably 1 year or more of experience
- Some experience managing other project resources to successfully deliver change management components of a major project, preferably 1 year or more of experience
- Experience working at an intermediate to advanced level within the public sector or large complex organization is preferred
- Extensive experience working with stakeholders across all levels, from senior leaders to front-line staff
- Experience using SAP is desirable

- Demonstrated knowledge of:
- Change management and organizational design concepts, principles and practices
- Communication tools, techniques and standards
- Training design and adult education concepts and principles
- Facilitation techniques, including large group/meeting design and intervention
- Coaching and sponsorship support for senior leaders and providing operational and functional advice across different stakeholder levels
- Project management methodologies
- Process re-engineering principles
- City operations & organizational culture
Skills and Abilities:
- Excellent verbal and written communications skills and presentation skills
- Demonstrated ability to influence, manage, coach and motivate staff at all levels
- Ability to build ongoing networks, change champions and key relationships across different service groups and branches
- Ability to manage change and assist people with adapting to change
- Ability to analyze and anticipate implications of changes on work processes and procedures
- Ability to solve complex problems and build relationships
- Ability to advise and work with senior executives, varying levels of management and supervisors, vendors, consultants and other staff
- Ability to supervise project members and coordinate with subject matter experts
- Ability to manage multiple priorities, large workloads and multi-task effectively
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
