Job Summary
Reporting to the CQI Risk Manager, the Program and Policy Analyst (PPA) supports the Services for Seniors divisional policy management framework, in alignment with the Fixing the Long-Term Care Act (FLTCA). The PPA also provides support to divisional programs (Long-term Care, Assisted Living and Adult Day Programs) through research and analysis to support evidence-based programming and identifying emerging trends.
Duties & Responsibilities
- Provides strategic and operational support in the development and implementation of the divisions policies and overall information services including content and records management.
- Maintain broad knowledge of legislation, policy and systems issues within the Seniors services sector in order to formulate impacts, risks, policy etc.
- Develop a wide range of documents to support divisional projects. This includes presentations, environmental scans, briefing notes, business cases, analyzing data and developing planning documents.
- Complete research such as surveys, focus groups, literature/best practice reviews and synthesizes research findings through written and visual reports, presentations and briefing notes.
- Help develop resources and education (webinars/workshops) as needed.
- Represents Services for Seniors on internal or external committees, as assigned.
- Perform other duties as assigned.
Skills & Qualifications
Essential
- A post-secondary degree in Business or Public Administration, Planning, Social Sciences, or related field.
- Three (3) to five (5) years’ experience working in a municipal or provincial public sector context with acceptable specialization in policy, health care, seniors’ care, political science, gerontology, or a relevant social science.
Preferred
- Detail oriented with well-developed organization, research and superior analytical and planning skills to conduct program and policy analysis to address complex business issues.
- Demonstrated ability to communicate effectively in writing, condense and summarize complex information, including legislation and research into plain language (including policy writing).
- Ability to synthesize information and data, prepare environmental scans and develop recommendations on a wide range of issues.
- Ability to conduct policy analysis and devise polices.
- Excellent oral and presentation skills and capabilities.
- Excellent interpersonal, communication, negotiation, and collaboration skills to communicate specialized information to a wide range of audiences. Demonstrated tact and ability to effectively build relationships.
- Exceptional computer skills including ability to use computer software programs including Microsoft Office (Word, Excel, PowerPoint, Outlook, Teams) and Visio at an advance level, as well as experience with SharePoint and other business systems and databases.
- Experience managing multiple priorities and meeting overlapping deadlines and excellent organizational abilities.
- Ability to take initiative, be creative, use different lenses to address an issue, and think outside of the box.
- Experience and/or interest in healthcare and/or seniors’ care.
- An equivalent combination of education and experience will be considered.

Working Conditions
- Travel between long-term care homes and community programs as required. Incumbent must provide their own transportation.
