Job description

Position:

The Town Manager has managerial authority over the various departments of the Town via Department Heads for the Finance & Administration, Public Works, Planning & Economic Development, Recreation and Fire Departments and directly supervises the administrative activities of the office. The Town Manager is responsible for the proper and efficient administration of the affairs of the Town as directed by the Town Council and under the general supervision of the Mayor of the Town.

The Town Manager provides leadership and is responsible for all day-to-day operations of the Town across a wide spectrum of operational areas including labour relations, balancing risk management, budgeting, financial analysis and executing all municipal policies and decisions as set forth by Council in a cost-effective manner. In addition, the Town Manager shall provide broad policy and general guidance to department heads in relation to operations, fiscal and general management functions. The Town Manager will provide close general supervision to personnel within the administrative department.

The Town Manager is responsible for identifying strategic opportunities for the Town and working to advance Council’s mandates.

Professionalism and extensive knowledge of administrative practices are mandatory for this position.

Qualifications:

The Town Manager must have a bachelor’s degree in political science, business administration, commerce, public administration or another equivalent area of studies, combined with progressive senior management experience where he/she has demonstrated strong leadership, effective management skills, good judgment, a strong work ethic, excellent inter-personal and communications skills and a visionary leadership style. Experience and/or certification in municipal administration would be a definite asset. Candidates with a suitable combination of education and experience will also be considered.

A minimum of five years practical experience in supervision and management in a senior administrative role is required. In addition to the above, the Town Manager must instill confidence and trust in the workforce and be capable of motivating and organizing the senior management team to work collaboratively to support the goals and priorities identified by Council.
