As the Talent Acquisition Specialist, you will be responsible for designing, developing, and implementing talent acquisition strategies that ensures the College meets its current and future workforces needs. As a natural relationship builder with a proven track-record in sourcing and recruiting top talent, you will work with key stakeholders to understand the College’s workforce needs, develop innovative and effective recruitment strategies, and ensure a positive candidate and client experience
Functions and Duties 1. Creates and implements innovative recruitment strategies to ensure the College recruits excellent candidates
2. Conducts research on trends and practices in talent acquisition to support effective recruitment and to identify opportunities for quality improvement, based on an understanding of the environmental factors impacting the supply and demand for critical talent
3. Ensures that talent acquisition initiatives reflect the need to actively support the College’s commitment to advance equity, diversity, inclusion, and social justice practices at the College to maintain a fair and inclusive work environment and that the standards of accessibility established by the College are reflected in recruitment practices
4. Working closely with the People Services Business Partners, develops action plans to support the recruitment of difficult to fill positions by developing targeted recruitment approaches
5. Supports the sourcing of candidates through various channels. This includes building and maintaining a strong talent pipeline for consideration of current and future hiring needs, as well as hosting or participating in career and community events
6. Build connections externally to promote Okanagan College as an employer of choice within both local and national labour markets
7. Implements long-term employee recruiting strategies and nurture trusting relationships with potential hires
8. Supports the development and implementation of workforce planning and succession planning frameworks
9. Assists in the implementation of changes to the People Services website to ensure the best candidate user experience
10. Designs and offers training in recruitment practices and processes; participates on selection panels on an as-needed basis
11. Evaluates needs and participates in the implementation of recruitment strategies to provide a qualified and diverse candidate pool
12. Tracks and reports on applicant sourcing and key performance indicators relating to recruitment
13. Participates in the development, implementation, and coordination of the College’s on-boarding program
14. Recommends enhancements to OC’s on-line recruitment system to improve user experience
15. Provides analysis and recommendations on the effective design, implementation and communication of recruitment and selection methods
16. Serves on designated committees, advisory boards or working groups as appropriate to maintain open communications with employees, and other groups
17. Performs other related duties as assigned and/or required
Education and Experience A bachelor’s degree in business administration with a Human Resources major or related field is required. A minimum of five years’ experience in a similar role is required. A Chartered Professional in Human Resources (CPHR) or Registered Professional Recruiter (RPR), designations required. Formal education and experience in recruitment and strategic recruitment initiatives is required. Or an equivalent combination of education and experience
Skills and Abilities - Able to foster, nurture and maintain positive and effective business relationships and partnerships.
- Ability to act in a consulting capacity on talent acquisition and strategic recruitment. This includes strong understanding of the end-to-end recruitment process and creating a positive candidate experience.
- Advanced knowledge of recruitment practices and selection techniques
- Demonstrated commitment to equity, diversity, inclusion, and social justice.
- Able to effectively prioritize tasks and work on multiple projects in a fast-paced environment with a high degree of attention to detail.
- Excellent interpersonal, facilitation and presentation skills
- Demonstrated project management skills.
- Excellent organizational, administrative, and problem-solving skills
- Sound knowledge of the Employment Standards Act, Labour Relations Code, Human Rights Code and Freedom of Information & Protection of Privacy Act
- Strong analytical skills and creative problem solving
- Excellent research skills with ability to synthesize data/information and develop/deliver findings and recommendations.
- Ability to plan and think strategically.
- Excellent computer skills with proficiency using Microsoft Office, HRIS and similar complex databases, as well as the ability to generate and analyze reports and to resolve difficulties with computer input and retrieval.
