POSITION DESCRIPTION Municipal Works - Operations

This description reflects the general details considered necessary to describe the principle functions of the position identified, and shall not be construed as a detailed description of all the work requirements that may be inherent in such classification.

POSITION TITLE: Water and Wastewater System Technician

DIVISION / DEPARTMENT: Municipal Works / Operations

SECTION: Water and Wastewater Services

REPORTS TO: Compliance Program Manager

SUPERVISES: N/A POSITION SUMMARY: Responsible for water, storm and sewer sampling and record keeping. Performs other water/wastewater operator duties and provide operational support when required.

EQUIPMENT & TOOLS USED: Power tools, high and low range chlorine meters, valve turner, tapping machines, torches, saws, air tools, locate/tracing equipment, hand tools, computer tablet, City vehicle, flow meters, gas detector and other equipment as required.

WORKING CONDITIONS: Outdoors (80-90%) and Indoors (Data Entry/Record Keeping – 10-20%)

RESPONSIBLE FOR: 1. Acquiring samples from the small drinking water system, water distribution system, sanitary collection system, and stormwater management system for parameters including (but not limited to): Chlorine Residual, Total Coliform, Escherichia Coli, Heterotrophic Plate Count, Lead, pH, Alkalinity, Trihalomethanes, Haloacetic Acids, Biological Oxygen Demand, Chemical Oxygen Demand, Total Suspended Solids; Total Phosphorous, Total Kjeldahl Nitrogen. Proper sampling procedures for each parameter much be followed as per regulation requirements. 2. Complete appropriate chain of custody and submit the document and associated samples to an accredited laboratory in a manner which follows legislative and Water/Wastewater Services protocols and requirements. 3. Witnessing/documenting legislative requirements and obtaining samples during the commissioning of new water/sewer and storm mains, as per the Watermain Disinfection Procedure and the City of Niagara Falls Consolidated Linear Infrastructure Environmental Compliance Approvals. 4. Maintain filed and laboratory data in a form to satisfy the legal audit requirements of the Drinking Water Regulations Standard and other MECP guidance documents including, but not limited to: F-10-1 Procedures for and analysis requirements for municipal and private sewage treatment works
(liquid waste streams only), Protocol for the Sampling and Analysis of Industrial/Municipal Wastewater Version 2.0 (as amended), the MECP Monitoring Guidance Document (release date TBD).5. Monitoring and documenting water, sewer and storm systems activities (flow, chlorine residuals) for system performance. 6. Conducting special drinking water monitoring and public notification programs, as required. 7. Respond to discoloured water concerns in the field. 8. Perform all duties of water/wastewater operators as needed.

POSITION REQUIREMENTS / QUALIFICATIONS:  Completed post-secondary education in Engineering Technology, Environmental Management, or a similar field.  Must possess a minimum of a Class 1 Water Distribution Licence and Class 1 Wastewater Collection Licence.  Intermediate Microsoft Office computer skills and maintenance management database experience.  Possess and maintain a valid Class “D” driver’s licence with “Z” endorsement for air brakes.  At least one (1) year experience in Water and Wastewater Services for repairs/replacements of all water, wastewater and stormwater infrastructure.  At least one (1) year experience in Water and Wastewater Services collecting samples using appropriate quality assurance/quality control protocols.
