POSITION PURPOSE
This position is responsible for providing strategic advice, and support and acting as a resource to the General Manager, Operations and Services. Leads, plans, and develops department programs and initiatives. Anticipates, identifies, and manages emerging issues and challenges. Provides advice and support to the General Manager related to strategic and operational issues and high priority initiatives. Provides input and support to assist in the development and review of reports and presentations. Assists in coordinating multi branch projects. Facilitates communications to senior management and staff. Leads or participates in multi-disciplinary teams and represents the General Manager on committees and projects teams as directed.
MAJOR RESPONSIBILITIES - Provides support, strategic advice and acts as a resource to the General Manager(s).
- Anticipates, identifies, and manages emerging issues and challenges. Keeps the General Manager(s) abreast of trends and issues to enable informed decision making.
- Provides advice and key support to senior management relating to strategic and operational departmental issues and high priority initiatives.
- Identifies, reviews and/or resolves matters and issues that affect the department in collaboration with Commissioner’s Office.
- Researches, analyses, and evaluates social, economic, political environments and policies.
- Participates in planning and policy development activities as they relate to Departmental and Regional policies and maintains awareness of strategic and operational issues.
- Reviews reports and committee packages and provides comments to support the General Manager(s).
- Oversees the research, strategic and coordination, and monitoring of external funding opportunities.
- Leads briefing note coordination/development and review.
- Assists in developing annual business/work plans and in developing service plans and staffing proposals.
- Undertakes special assignments, as required.
- Provides planning and coordination expertise to ensure the effective implementation of key programs, priorities, and initiatives.
- Liaises, fosters, and maintains positive relationships with internal staff and external contacts, government and non-government agencies and the public.
- Manages information in accordance with legislation and corporate standards.
- Performs other duties, as required.
QUALIFICATIONS
- Successful completion of a University Degree in Business, Public Administration, Policy, Social Sciences, or a related field or approved equivalent combination of education and experience.
- Minimum three (3) years demonstrated experience in policy and planning, policy/project management advisory experience in a public sector environment, and a sound understanding of municipal organizational environment and minimum one (1) year of direct supervisory experience.
- Demonstrated leadership skills and experience to lead and participate in cross-functional teams, foster cooperative and collaborative working relationships and to take multi-partner projects to successful completion.
- Knowledge of department programs and services and the Region’s role, functions, legislative and policy framework.
- Ability to analyze complex materials and synthesize key concepts and results clearly and succinctly.
- Demonstrated ability in the Region’s leadership competencies.
