The Infection Prevention and Control (IPAC) Lead is responsible to build and promote an organization wide culture of compliance and adherence to infection prevention and control standards and requirements set under applicable legislation as well as Lawson Eventide policies & procedures.
The incumbent Managers the Infection and Prevention Control department to support and protect residents, staff, and visitors by using evidence-based and cost-effective measures. The IPAC Manager is accountable for planning, implementing, and integrating plans for IPAC, Manages the operations of these services, and provides leadership to guide the specific initiatives related to Infection Prevention and Control Management.
This position is the "conduit" and main contact between Lawson Eventide and Niagara Public Health working collaboratively with IPAC team for the purpose of drawing on their expertise and knowledge.
KEY RESPONSIBILITIES:
Overall Service Responsibilities:
- Ensures management and front-line staff are provided with all relevant directives, communications and guidance from Public Health in relation to IPAC, and ensuring full implementation
- Create an IPAC committee for ensuring IPAC is given appropriate consideration as a standing item on all Occupational Health and Safety Committee meetings
- Create and maintain all relevant IPAC policies and procedures and provide recommendations for site/program specific requirements
- Provides IPAC resources, information, and training to all staff to ensure the most up to date practices are established and operationalized
- Coordinate immediate remediation of any IPAC related deficiencies identified by IPAC specialists, quality assurance team, or any other recognized inspection authority
- Coordinates outbreak responses, and Managers all required collaboration with Niagara Public Health as part of the outbreak management
- Participates in all required training as directed by Ministry and Eventide, Public Health and The Salvation Army
- Conduct and/or delegate audits of IPAC process/policy compliance, PPE compliance procedures for all departments, share data with Infection Control, PAC and Health & Safety Committees
- Create quarterly IPAC quality report and present at IPAC Meeting
- Coordinate annual flu clinics and immunization programs
- Coordinate bi-annual Respiratory Fit Testing training and ensures compliance to training requirements
Outbreak Management:
- Collaborate with Public Heath to manage outbreaks, including Chairing daily Outbreak Management meetings with Public Health and other required stakeholders
- Implementation and oversight of Outbreak Control Measures
- Develop and monitor an accurate daily Outbreak List, coordinating with the management team
- Work with the Leadership team and other Managers to ensure timely communication to residents, staff, funders, and the organization related to potential and confirmed outbreaks as well as relevant policies & procedures
- Conduct post outbreak analysis and report for the Infection Control, PAC and Health and Safety Committees
Health and Safety:
- Develop and oversee the infection prevention and control procedures for contracted services
- Review monthly health and safety inspections for IPAC and safety practices
- Demonstrate understanding of, and work in accordance with, the Occupational Health and Safety Act and Regulations WHMIS, WSIB policy, and the Salvation Army’s as well as Health and Safety plans, policies and procedures
- Ability to develop and implement fire & other emergency Policies & Procedures
WORKING CONDITIONS:
- The is a full-time position based on 40 hours per week
- Working environment is typically in the office in generally agreeable conditions
- Occasional travel may be required to attend workshops or educational opportunities
QUALIFICATIONS AND EDUCATION REQUIREMENTS:
- University degree program in Nursing or related discipline (Epidemiology, public health) and/or certified or registered in health sciences field (e.g., Registered Nurse)
- Registered with the College of Nurses of Ontario if in possession of applicable degree
- Current certification in Infection Control (CIC) or must obtain Infection Control certification within 1 year of assuming the position and maintain certification
- Completion of, or current enrollment in, an approved IPAC Canada sponsored and endorsed Infection Control Course
- Alternate combination of education and experience may be considered
EXPERIENCE AND KNOWLEDGE:
- Minimum of two (2) years of experience in relevant infection prevention and control
- Thorough knowledge of communicable disease control, epidemiologic principles, surveillance, and outbreak management
- Comprehensive understanding IPAC practices and processes and understanding of service delivery for those experiencing homelessness in a setting such shelters preferred
- Advanced knowledge of relevant legislation, Occupational Health & Safety Act and Regulations
- Improve personal knowledge through attendance at in-service education, off site and online education in Infection Control

- Ability to interpret and apply best practices and/or evidence-based guidelines in IPAC to current practice setting.
- Demonstrate understanding of and compliance with legislative knowledge of the Employment Standards Act, Human Rights Act and Collective Agreements
- Strong interpersonal skills

- Demonstrated analytical, problem solving and evaluation skills to investigate and initiate corrective action to resolve issues.

- Intermediate computer skills (Outlook, Microsoft Office - Word, Excel, PowerPoint, Access) with a strong aptitude for technology and computer-based tools
- Ability to maintain a high level of confidentiality in the workplace
- Ability to undergo applicable screening and background checks successfully that are satisfactory to The Salvation Army, in its sole discretion (i.e., The Salvation Army Abuse Registry) and provide an original copy of a Background Check with vulnerable sector screening not older than 6 months
- Ability and willingness to develop an understanding and support for the mission and purpose of The Salvation Army in Canada and its implications as related to position responsibilities
