Mandate:
The Fleet Services Section is responsible for the lifecycle management of City-owned vehicles and equipment for three internal client Divisions and 18 unique user areas. In addition to the day-to-day provision of maintenance and repair services, this responsibility includes working with clients to identify and procure future vehicle and equipment needs, identify and deliver training needs as well as the management of parts and fuel inventories in four Yards.
The City of Mississauga is looking for a Manager of Fleet Services who has the experience and skills needed to lead this dynamic team. Your role will be to ensure that all of Fleet Services’ programs are delivered in a manner that meet or exceed defined service levels and to develop a strong and cooperative working relationship with client Divisions. You are a self-motivated individual who knows how to lead and motivate a team and is knowledgeable in working within a unionized environment.
Duties & Responsibilities:
Under the direction of the Director of Works Operations and Maintenance, the Manager of Fleet Services is accountable for:
- Providing leadership to the Fleet Services Section and being accountable for the delivery of the Section’s work program including all maintenance and operations activities in the four Yards and the parts and fuel inventories
- Leading, managing, supporting, and motivating direct reports. Ensuring effective teamwork, high standards of work quality, organization performance, continuous learning and encouraging innovation and efficient use of staff, financial and physical resources
- Managing Section staffing, including recruitment, determining training and development needs, coaching and mentoring. Setting and managing performance expectations for direct reports including conducting performance reviews
- Fostering a positive work environment through open communication and by working collaboratively with staff across and at all levels within the organization including Union representatives
- Participating in the preparation and management of the annual operating and capital budget for the Section, and ensuring that expenditures are controlled and maintained within approved budgets
- Providing leadership in planning for and procurement of replacement of vehicles and equipment in accordance with the Fleet Management Policy and the City’s Purchasing By-law
- Managing and overseeing of all of Fleet Services’ contracts
- Preparing and updating policies, technical specifications and standard operating procedures relating to Fleet Services
- Preparing reports to Committees and Council and responding to enquiries from Councillors, other levels of government and government agencies
- Preparing and delivering presentations to standing Committees of Council, Council, senior staff at all government levels
Skills & Qualifications:
- A post-secondary diploma/degree in business administration or related field
- A combination of education and experience deemed equivalent
- Minimum of 7 to10 years of progressive experience in fleet management
- Demonstrated experience in supervising, motivating, training and managing a diverse group of employees
- Demonstrated experience in managing within a unionized environment and managing labour and employee relations issues
- Effective decision maker with a track record demonstrating innovation and results-oriented leadership, fiscal accountability, customer service orientation, the ability to promote and foster teamwork, and establish and operate in an environment which provides the capacity for excellence
- Commitment to providing excellent customer service
- Sound knowledge of shop management practices, repair procedures and preventive maintenance theory
- Both mechanic licenses 310S and 310T would be considered an important asset
- Knowledge of fleet asset management principles
- Extensive knowledge of applicable legislation and requirements including the Highway Traffic Act, Occupational Health and Safety Act and regulations, Commercial Vehicle Operator’s Registration (CVOR) regulations, Ministry of Labour regulations, and Ministry of Environment, Conservation and Parks regulations, and the Employment Standards Act,
- Strong verbal and written communication skills
- Ability to effectively communicate technical information to a non-technical audience
