The Opportunity Development Services is comprised of several branches. The Department's mission is to guide the growth and development of Barrie towards a vibrant, livable and resilient community through development of a strong policy framework for land use decision making and development review services. The Branches work together to implement provincial policies, address corporate strategic objectives and apply best practices in land use planning, development review, technical design review, active transportation implementation and guide development and growth with full support from professional, technical and administrative support staff. Feedback and interaction with a variety of other Departments within the organization, and gained through public consultation, are key to realizing Council and corporate directions, many of which are initiated and commenced through the development process
The Zoning Officer position investigate potential contraventions of the municipal Zoning By-law, the municipal Two-Unit House Registration By-law and the municipal Yard Maintenance By-law and enforces compliance in accordance with the enabling legislation and departmental policies and procedures. This position, where necessary, provides inspection services to confirm compliance with the same land use by-laws pursuant to applications for the registration of two-unit houses and the licensing of businesses and boarding/lodging/rooming houses

Education (degree/diploma/certifications)
- Two (2) year College Diploma in Law Administration/Enforcement or Building Design/Construction

Experience - Two (2) years of experience performing duties related to the above mentioned major responsibilities
Knowledge/Skill/Ability - Thorough knowledge of the following legislation, regulations, or requirements:
- Provincial Offences Act
- Planning Act
- Municipal Act
- Development Charges Act
- Condominium Act
- Freedom of Information and Protection of Privacy Act
- Zoning and Property Standards By-laws
- Committee of Adjustment
- Inspection and Enforcement practices
- Demonstrated ability to properly handle confidential/sensitive/controversial information and assure the security of such information/files
- Basic computer literacy using Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, etc.), Windows-based database software and the Internet
- Availability to attend evening/weekend meetings or to work outside of designated normal hours per week
Conditions of Employment - Valid Ontario Class “G” Driver’s Licence in good standing with a reliable vehicle for use on corporate business

- Please note that the City has a Hybrid Work Program Policy in place that may allow for a hybrid work arrangement for employees who meet eligibility requirements.
Hours: The normal hours of work are 35 hours per week in accordance with the Collective Agreement
Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 2024 pay range:
- Pay Level: Level 6
- Yearly Salary: $62,735.40 to $75,184.20
- Hourly Pay Rate: $34.47 to $41.31
