Job Summary:

In this role you will bring your ideas and learning to accelerate our transformation by better integrating and harmonizing the work of our software (SW) subcontractors with our company priorities. At NAVBLUE, we form software development agile teams using diverse specialities to be able to build and release quality software. Within the Scaled Agile Framework (SAFe®), agile teams are self-organized - however these teams are formed by NAVBLUE staff and subcontracted teams. This role is responsible for the oversight of all contracted software development activities in collaboration with Release Train Engineers (RTE) to fulfill the development needs required for each train.


Main Responsibilities:

  1. Work collaboratively with the agile train leadership to align and prioritize “Buy” requirements
  2. Translate internal requirements for team composition to external requirements as they relate to technology, experience and soft skills
  3. Partner with the Procurement team in contract management activities as it relates to Call for Tender (CFT) and Request For Proposal (RFP) activities
  4. Manage overall Software Factory spend budget, including appropriate forecasting, purchase requisitions and goods receipts
  5. Manage specific work structures such as on-call, firm-fixed contracts and other Time & Material (T&M) engagements
  6. Manage relationships with subcontractors as it relates to SW development activities
  7. Drive consistency across the Navblue Software Key Performance Indicators (KPI)
  8. Create, implement and manage the process for software subcontracting
  9. Translate onboarding and offboarding requirements to subcontractors
  10. Empower agile teams to build solutions using best practices and NAVBLUE standards
  11. Create business cases to justify continuous improvement projects as they pertain to subcontracted SW development
  12. Support additional needs as directed by NAVBLUE management
