The Department of Education and Early Childhood Development is leading the transformation of the Early Learning and Child Care (ELCC) and public education system in Nova Scotia. This will provide children and families with a strong foundation for lifelong success and well-being. Nova Scotia regulates, funds and provides policy and program support to early learning and child care programs, and other key partners, across Nova Scotia to develop and sustain quality early learning and child care programs province-wide.

About Our Opportunity

 

Would you enjoy being part of a Leadership Team that works with multiple levels of government, collaborates daily to transform and better serve the child care sector, and looks to you as the subject matter expert on finance and accounting matters specific to the Early Years branch?

The Manager will be looked to for sound, timely financial management and planning advice, direction, and services to the Early Years branches in all areas of program delivery and administration, including work related to the overall identification, design, planning, implementation, and integration of the Canada-Nova Scotia Canada Wide Early Learning and Child Care Agreement (CWELCCA). The CWELCCA, and related transformation initiatives provide a unique opportunity for the Manager given the strategic financial initiatives being undertaken. The role is includes the provision of expert financial advice to other managers, directors, executive directors, and Senior Management of the Department of Education and Early Learning and Child Care on matters related to financial and agreement management for the Early Years branches, including multiple agreements between Provincial and Federal governments. The Manager will also be a key contributor in developing a new operational funding model for the sector.

Primary Accountabilities

 

Qualifications and Experience

 

To be successful in this role you possess a relevant undergraduate university degree and have a professional accounting designation (i.e. Chartered Professional Accountant). Your education is accompanied by progressive experience in the above areas, with several years of managerial experience. An acceptable combination of training and experience may be considered.

 

You possess the ability to critically analyze and cost programs, forecast operations, analyze financial statements, counsel clients on finances, accounting, and reporting, in the context of generally accepted accounting principles, legislation, and policy. Experience in the development of systems, procedures, and policies with respect to financial accountability is necessary. 

 

You have confidence in your knowledge, professional judgement, and ability to problem-solve complex issues in a collaborative and responsive manner, in a fast-paced and dynamic work environment.

 

You have strong communication skills with demonstrated experience in establishing genuine and collaborative relationships with colleagues and staff both within the organization and externally with service providers and other community-based stakeholders.

 

You have experience providing advice and developing recommendations to senior leadership, including significant contributions to/ leading the preparation of information and briefing notes, data and written reports, and presentations. You are a demonstrated leader, team player, and independent thinker. 

 

Proficiency in computer applications including spreadsheets, word processing and presentation software is required.

Pay Grade: EC 12 

Salary Range:  $3,579.76 - $4,474.69 Bi-Weekly
