We are seeking an Information Technology Officer II to join our Control Centre Technology Systems Department in Winnipeg,
Manitoba.
Responsibilities:
- Understand, advocate, modernize, and augment architecture principles for EMS and centralized operational technology (OT)
environments to ensure alignment across System Operations.
- Establish a consolidated infrastructure technology roadmap that addresses short- and long-term goals, considering the EMS,
OT, Information Technology (IT), and compliance requirements.
- Collaborate with Enterprise Architecture to develop, maintain, and promote technology standards, technical capability,
guidelines, guardrails, and enterprise reference architectures.
- Leads and collaborates with other architects across the corporation to design, plan, evaluate and recommend solutions that
are compliant with enterprise standards and are compliant with business strategies.
- Participate in the EMS project planning process, including project proposal, the definition of user requirements, development
of alternatives, technical evaluation and cost benefit analysis of alternatives and present recommendations.
- Maintain, and troubleshoot the EMS system, network and associated OT systems, on a day-to-day basis, as part of the EMS
Infrastructure & Applications support team. This may be in conjunction with consultants or vendor representatives.
- Keep abreast of IT technology trends and developments, communicating accordingly to management and colleagues,
including keeping up to date in the areas of system architecture and development patterns and best practices. Special
consideration should be related to on premise infrastructure systems.
- Provide 24-hour on-call support as part of the EMS Infrastructure & Applications on call rotation.
- Provide guidance and mentoring to staff.
Qualifications:
- A four-year degree in Computer Science or Computer Engineering from a university of recognized standing with a minimum of
five years of directly applicable infrastructure design and systems architecture experience
OR
- A two-year diploma in Computer Programming or Electronic or Computer Technology from an institute of recognized standing
with a minimum of seven years of directly applicable infrastructure design and systems architecture experience.
- Demonstrated ability in the design, implementation, maintenance, problem detection and resolution in the following areas:
- High availability computer and network systems
- Server and workstation architecture
- Traditional and Software Defined Networking (SDN)
- Zero Trust security

- Required/demonstrated skills:
- Networking, Firewall, switching,
- Cisco switching and routing equipment.
- Fortinet firewall and security products
- F5 Big-IP security and application delivery products
- EMS and centralized OT environment experience
- NERC CIP Compliance
- ICS Security
- PowerShell (or closely related) programming.
- Understanding of EMS systems and Networks and being able to solve complex problems during periods of high stress.
- Understanding of available Information Technology services, EMS products and all aspects of the EMS's network hardware,
software, communications, and protocols
- Working knowledge of DevSecOps principles related to automation and the management or maintenance of infrastructure.
- Continuously update and maintain technical knowledge in keeping with the changing technology.
- Ability to maintain harmonious working relationships with a wide spectrum of contacts both within and outside the Corporation
such as consultants, contractors and vendor representatives
- Ability to communicate effectively both orally and in writing with vendor representatives, EMS users and other support staff on
all matters including complex technical material
- Physically capable of performing all the duties of the position.
- Dependable with mature judgement.
- Ability to interpret technical material quickly and concisely.
- Ability to work anytime during a twenty four hour period to provide system availability.
- Willingness to work long and unusual hours and travel both in and out of province as required.
- Reside within the headquarters zone.
- Possess a valid Province of Manitoba Driver's Licence with appropriate classification.
Salary Range
Starting salary will be commensurate with qualifications and experience. The range for the classification is $45.50-$62.81 Hourly,
$87,179.56-$120,362.32 Annually.
