This is an exciting time to join the Toronto Emergency Management (TEM) Division in the position of Project Director.  TEM leads the proactive emergency planning and risk mitigation efforts during periods of normal operations, as well as coordinating the City’s response during times of emergency.

 

Reporting to the Executive Director of Toronto Emergency Management, the Project Director will provide strategic direction, leadership and operational support in the planning, design and delivery of high profile emergency management projects which have a significant impact on the City of Toronto. The Project Director will lead the implementation and coordination of major projects through a public safety lens with strategic oversight for risk identification, stakeholder engagement, operational plans, training & exercising.

 

The responsibilities of this position will include being the TEM lead on the 2026 FIFA World Cup for the games in Toronto. Working collaboratively with City partners and public and private stakeholders the Project Director will provide leadership in the development of plans, exercises, and incident monitoring to ensure the safe delivery of the games.

 

Major Responsibilities:

Key Qualifications

  1. Extensive experience in developing and overseeing large scale, complex organizational programs and projects, including emergency management and public safety programs and major project/event planning in a large-scale public or private sector organization.
  2. Considerable experience in emergency management including but not limited to incident management systems, operational responses, plan development, hazard identification and risk assessment.
  3. Considerable supervisory experience managing, leading and coaching a team of professionals, while supporting divisional objectives.
  4. Considerable experience with all stages of complex project management including contract negotiations and managing contracts from inception to closure including RFP and Sole Source, reporting and managing resources (budget and staffing).
  5. Considerable experience working with executives, senior management teams and key stakeholders including clients, inter-governmental agencies and their representatives to meet service levels, as well as divisional and organizational objectives.
  6. Post-secondary education and experience in a discipline pertinent to the job function, or the approved equivalent combination of education and/or related experience.
  7. Highly developed interpersonal and communications skills with the ability to creatively problem solve and build effective working relationships with a variety of stakeholders including various political levels, staff and media.
  8. Political acumen, judgment and insight, including the ability to negotiate and achieve consensus among parties having different objectives.
  9. Ability to directly and indirectly manage multiple project teams/resources (operational managers, project managers, staff, contractors and vendors) for development of solutions to achieve business  objectives.
  10. Strong decision making skills with a track record demonstrating innovation and results oriented leadership with the ability to quickly earn trust and respect from team members in order to drive decisions and move projects forward.
  11. Strong knowledge of current and emerging public safety and emergency management concepts and best practices.
  12. Familiarity with relevant employment legislation including Employment Standards Act, Human Rights Act, Occupational Health & Safety Act and WHMIS, etc.
  13. Familiarity with Toronto Public Service values and ability to support an ethical, supportive and respectful workplace culture that champions equity, diversity and inclusion would be an asset.
  14. Possession of PMP designation in good standing from the Project Management Institute (PMI) is an asset.
  15. Must have access to a vehicle and hold a valid Ontario Class "G" driver's license.
