Associate Chief Medical Information Officer

BC Cancer

Regular, Part-Time (0.2 FTE)

Reporting to the Senior Executive Director, Medical Affairs BC Cancer, the Associate Chief Medical Information Officer (ACMIO), BC Cancer will be primarily responsible for providing medical leadership in digital health and clinical information systems strategic planning and implementation in BC Cancer.

The ACMIO will work in collaboration with BC Cancer senior leaders, to set direction and vision in the development and implementation of the BC Cancer digital health and clinical information systems strategy. The director will also work in collaboration with the Chief Medical Information Officer (CMIO), PHSA, other PHSA ACMIOs, and multiple PHSA teams, including the Office for Virtual health, Provincial Digital Health Office, and Information Management/Information Technology Services (IMITS) group, to ensure alignment and synergism with the PHSA clinical information systems strategy, and with the Director, Clinical Informatics.

The ACMIO will work to advance the practice and profile of medical informatics at BC Cancer by participating on relevant local, regional and provincial advisory committees, exploring innovative opportunities to improve the interface between clinical practice and technology, and enabling the strategic use of analytics and clinical decision support technologies to advance patient safety and quality initiatives.

What you’ll do:

Medical Leadership

• Provide leadership and direction to support medical staff and clinician adoption of implemented solutions through an understanding of clinical environment and workflows, which informs the selection, configuration and continual improvement of the clinical information tools that support care across Health Authorities and provincially.
• Solicit provider input as required to support Clinical Informatics (CI) initiatives;
• As appropriate, partner with relevant PHSA and external stakeholders, to find new opportunities for synergy and collaboration, continue to increase the academic portfolio of the CI team to expand BC Cancer CI related initiative and to find new opportunities for synergy and collaboration
• Lead the Clinical Systems Transformation program for BC Cancer, leading clinical implementation and standardization of key Cerner initiatives across BC Cancer and PHSA,
• Participate as a member of relevant PHSA and CST governance committees where physician expertise is required;
• Ensure active and effective change management and communications activities to support transformation;
• Provide oversight for and collaborate with the Radiation and Medical Oncology Leads, Clinical Informatics, in implementing and sustaining the BC Cancer digital health and clinical information systems
• Co-Chair BC Cancer Digital Health Steering Committee
• Provide medical informatics leadership for provider groups outside of radiation and medical oncology

Medical Expertise

• Promote the use of information technology and devices in the clinical setting to improve safety, quality, patient and family satisfaction, efficiency in delivery of care, integration with biomedical equipment and overall cost reduction.
• Represent the needs and requirements of medical staff across PHSA and serves as an advocate in promoting the use of information technology to assist medical staff and other clinicians in the delivery of high quality patient care while supporting quality improvement and research efforts.
• Determine areas in care where medical informatics should be improved to increase efficiency and effectiveness of care delivery and guide future technology needs.

Program Development

• Work collaboratively with the CMIO, PHSA, IMITS and the Provincial Digital Health Office in the project planning, design, implementation, monitoring and evaluation of changes to clinical information systems supporting patient care and research activities ensuring quality and safety are incorporated throughout.
• Support the development and implementation of digital health approaches to care delivery in collaboration with the Provincial Digital Health Office and the Medical Director of Virtual Health.
• Ensure active and effective change management and communications activities to support clinical information systems transformation.

What you bring

The successful candidate must have a Medical Doctor degree with current licensure or eligibility for licensure with the College of Physicians & Surgeons of British Columbia. Experience in a leadership role, particularly in digital health, is preferred. A Master’s Degree in Health Informatics, Health Care Administration, Business Administration, or a related field is also considered an asset.

This opportunity calls for an accomplished medical leader conversant with the principles and practices of evidence-based care. You are fully capable of broad systems thinking and conceptualizing critical issues spanning organizational needs. With a demonstrated passion for Clinical Informatics, you have an appreciation for business and systems architecture, data integrity, data quality, core information and data standards and their applicability to clinical systems architecture and design.

You have:

• Awareness of and commitment to learning and understanding the Truth & Reconciliation Commission’s 94 Calls to Action (2015), In Plain Sight Report (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), and other related reports.
• Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
• Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.).

As per the current Public Health Order, full vaccination against COVID-19 is a condition of employment with PHSA as of October 26, 2021.
