Project
The Woodfibre LNG Project is located approximately 7 km west-southwest of Squamish, British Columbia. It involves the construction and operation of a liquefied natural gas (LNG) export facility on the previous Woodfibre pulp mill site, which would have a storage capacity of 250,000 m3 and would produce approximately 2.1 million tons per year of LNG.
Woodfibre Management Ltd. is a privately held Canadian company based in Vancouver and a subsidiary of Pacific Energy Corporation Limited.
Position
Woodfibre LNG is seeking a candidate to manage the development and implementation of the WLNG HSSE Management System and lead efforts for the rollout and training to Company personnel. This position will help transition the Company through construction, commissioning and operations and ensure the HSSE Management system is built to align with that transition. This position can be a staff position or contract-based terms and conditions.
This position is responsible for all aspects of the effective development and implementation of the WLNG HSSE Management System for the company across the organization and for providing leadership in the continuous improvement of the HSSE Management System, programs, procedures and requirements while ensuring compliance with all provincial and federal legislation. This position will support both the corporate, project and operational organizations and ensure each team understands company expectations for building a strong safety culture through compliance to a consistent set of HSSE requirements and programs.
The successful candidate reports directly to the HSSE Director, but will support both Project and Operational teams as required.
Key Responsibilities:
The successful applicant will:
- Lead the efforts for the continued development of a Company-wide HSSE Management System.
- Lead the efforts in the roll-out, training and implementation of the HSSE Management System.
- Lead the efforts related to the evaluation, selection, development and implementation of supporting HSSE electronic systems for incident management, training, learning and competency management, communications, and auditing and inspection.
- Develop effective systems for the collection, monitoring, trending, analysis and reporting of HSSE performance data and KPIs. Recommend and assist in the implementation of mitigating measures.
- Support company departments/functions in the reporting of HSSE data and information.
- Support the implementation of safety culture and safety leadership training and initiatives.
- Lead the development and facilitation of Company HSSE audit program; participating in and conducting audits to ensure adherence to HSSE policies, plans, procedures and regulations; monitor the close out of all audit actions.
- Support the Company Emergency Management Team, including training, advice and ensuring company facilities and processes are in place.
- Support the HSSE team by promoting collaboration, teamwork and a high-performance culture.
- Develop HSSE communications systems and processes and support communications on HSSE strategy and gain the commitment of other departments within the project.
- Support the Operations Team in the development of future Operations-level HSSE procedures, processes, plans and systems.
- Promote a “One Team” approach to HSSE that drives consistency and the commitment and ownership of everyone working in the Company.
- Foster a work environment which is safe by choice, not by accident.
- Develop constructive working relationships with different functions within the Company and with contractors to develop an enterprise framework for HSSE management for the Company.
- Understand and support WLNG’s compliance to WorkSafeBC requirements for both Owner and Prime Contractor responsibilities.
- Drive consistency in procedures and practices and a continuous improvement mindset through the on-going identification and implementation of best practices.
- Provide technical support to the incident response process and ensure that incidents are investigated, corrective actions implemented and lessons learned carried forward in accordance with Company expectations.
Requirements
Required Experience:
- Diploma/Degree in Occupational Health and Safety combined with Certified Registered Safety Professional (CRSP), National Construction Safety Officer (NCSO) or other applicable qualification/designation.
- At least 10 years progressively senior experience in HSSE management in oil and gas
- Strong knowledge/experience in fabrication yard, field construction, C&SU and operation of oil and gas facilities
- Familiar with current environmental, health and safety best practices related to the oil and gas industry & OH&S legislation in Canada (BC preferred)
- Strong understanding and experience in HSSE management system development and implementation (trainer experience preferred)
- Superior leadership and excellent interpersonal and team building skills, including the abilities to provide meaningful mentorship and training and assist in the development of others
- Superior communication skills (written and verbal), both written and verbal with a variety of internal and external stakeholders, including clients, subcontractors, employees, and managers
- Ability to make objective decisions
- Ability to travel domestically and internationally
- Knowledge and experience in compliance monitoring and system audits (ISO auditor preferred)
Additional Requirements:
- Strong working knowledge of terminology related to petroleum industry and construction processes
- Strong ability to influence, coach and mentor others regarding HSSE responsibilities
- Ability to build relationships quickly in multi-disciplinary, multi-cultural, and multi-company environments
- Ability to work well under pressure and handle multiple tasks and changing priorities within tight time frames.
- Ability to work collaboratively within a team environment.
- Expertise with a variety of computer programs (e.g. MS Office)
- Expertise with incident investigation (RCA) and formal risk assessment processes
- A valid driver’s licence (with abstract)
- Comply with Company’s Substance Abuse Policy requirements, including pre-access testing
