Job Summary
The project manager will be responsible for the planning, designing, implementing, and evaluating the opening of pop-up Primary Care clinics within the Conception Bay North region (primarily Carbonear General Hospital). They will work with key stakeholders including various departments within Newfoundland and Labrador Health Services, the Family Practice Network and Community Advisory Committees.

The Project Manager will be responsible for overseeing all planning, development, implementation, and evaluation activities related to the project. The position will also be responsible for the enhancement of currently existing processes and expansion of services, including the development of new processes, procedures and policies to support the health and wellbeing of all patients in the zone.

Specifically, the project manager will:

Complete evaluation of current services offered and data captured by local Emergency department
Work closely with Regional Program Coordinator (Emergency), Division Manager (Emergency), Patient Care Coordinator (Primary Care) to develop pathways and identify target patient population
Participate in the facilitation of recruiting Primary Care Providers to staff clinics
Work closely with Conception Bay North Family Care Team to ensure continuity of care as required
Develop standards, draft policy and liaise with Professional Practice where appropriate
Oversee the flow of the project and be able to adjust practices as required
Complete evaluation of project through quantitative and qualitative data

Job Qualifications
A Bachelor's degree in a health-related discipline, Masters preferred
Current registration/licensure in the relevant professional association
Excellent project management skills, interpersonal skills, numeracy skills, communication skills (oral and written), writing skills, organizational and analytical skills, and demonstrate sound professional judgment
Ability to foster teamwork and lead others to achieve results
Ability to establish and maintain effective working relationships, work with a high degree of independence and professionalism and be able to work with diverse groups, including persons with disabilities and older adults, RHA staff and physicians, community groups, government departments and project teams
Knowledge of data collection, interpretation and reporting
Demonstrated strong leadership, communication and interpersonal skills
Demonstrated commitment to quality, knowledge of program evaluation, and an understanding of the planning process in managing financial resources
Possesses strong abilities in the areas of collaboration, clinical reasoning, professional development, interpersonal effectiveness, conflict management and teamwork
Possesses strong knowledge of services and resources available in the zone
Progressive clinical leadership skills
Strong communication, problem solving, decision-making, and teaching skills
Ability to function autonomously in an advanced practice role
Ability to support and participate in research to improve practice and client outcomes
A satisfactory record of work performance and attendance is required.
