Nature and Scope
The Human Resources (HR) Analyst provides leadership and support across multiple functions in the Employee Services department and across the Institute. This position will positively promote and create an environment that demonstrates SIIT's vision, mission, and mandate.
General Accountability
As a member of SIIT's HR team, the incumbent provides direction, support and resources to deliver on the Institute's employee services initiatives. The HR Analyst provides advice, direction and support throughout the Institute on HR programs and services related to SIIT's human resources management system (HRMS), employment contracts, payroll, as well as, other project work. The role will also be responsible for supporting the development and maintenance SIIT's HR policies and procedures, and connecting with other department leads on applicable policy development. This position will conduct research and analysis, while ensuring compliance with current policies and applicable legislation. The position includes the following accountabilities:
Specific Accountabilities
System Administration & Employment Contracts
- Manage HRMS database and assist with data verification and quality control, ensuring integrity and consistency
- Oversee employee profiles within the HRMS, ensuring complete and accurate information
- Responsible for the maintenance and updates of employee accruals, as well as, any other leave of absences
- In collaboration with the Director, research, analyze and resolve problems or questions
- Perform general troubleshooting for SIIT employees, escalating issues to the Director or to technical support as required
- Manage documentation and training manuals for employees, including providing updates as necessary
- Prepare and analyze a variety of scheduled and ad hoc reports, or as requested by leadership
- Act as a key member in special projects and department initiatives as requested
- Administer and coordinate employment contract process, ensuring consistency and accuracy throughout
- Oversee the contract workflow, reviewing and editing as required
- Track contract workflow, ensure approvals and signatures are obtained in a timely manner; follow-up as necessary
- Monitor system and/or email to ensure attention to incoming employment contracts, extensions, or amendments
- Work with the Human Resources team and applicable leadership on employment contract discrepancies and/or recommendations
Policy
- Consult with and work collaboratively across the HR team and SIIT to research and develop policies and procedures
- Assist in policy and procedure reviews, and ensure that policies are reviewed by external and internal groups when applicable
- Respond to various policy or procedure issues or questions
- Prepare and present any findings of policy research projects
- Monitor applicable legislation, and provide regular updates and recommendations on best practices
- Advise and coach others to ensure compliance with federal and provincial laws, legislation and policies
Relationship Management
- Champion positive working relationships across the Institute
- Collaborate and effectively influence others to ensure leading HR practices are implemented and support SIIT's strategic plan
- Develop and maintain respectful relationships through the use of problem solving
- Develop and manage external relationships as required to promote and represent SIIT's mandate locally, provincially and federally
- Contribute to SIIT's strategic effectiveness by participating or attending SIIT committees and meetings
Strategic HR Consultation
- Support the department leadership implement leading HR practices across the Institute in all functional areas of employee relations, HR information systems,
- Provide direction and resources on HR issues to all faculty and administration
- Work closely with Director to ensure department needs, initiatives and deadlines are met
- Support the Director regarding employee services initiatives within the department
- Support Director with investigation services within the Institute
- Use sound judgment to mitigate risk and weigh the importance and validity of information to form fact-based opinions, solve problems and make formal recommendations
Payroll
- Support Payroll & Benefits Manager in the administration, planning and processing of all aspects of payroll for SIIT, including year-end processing and filing, while ensuring payroll is delivered accurately and on-time
- Review and approve payroll batches prior to submitting for payment
- Support Payroll & Benefits Manager in the evaluation of processes, documentation and guidelines affecting payroll
- Maintain an effective process and procedure manual that reflects best practice for department efficiency
- Maintain positive working relationships with applicable SIIT departments to ensure timely delivery and accuracy of payroll related information
- Ensure compliance with external r egulatory and legal environments for staff payments
- Assist with the preparation and balancing of period-end reports and ensure all required payroll remittances are submitted in accordance with payment deadlines
- Assist with all processes required for production of T4 and T4A tax slips as part of the year-end process, including running audit reports, entry of miscellaneous adjustments and reconciliation of government remittances
Required Qualifications and Experience: A degree in business or a related field of study is preferred. A minimum of five years of human resource experience is required, with a focus on administration or minor configuration of a human resource management system experience (HRMS). An equivalent combination of education and experience may be considered. Experience in several functional areas of human resources is preferred. A CHRP designation and experience in a post-secondary Institute are considered as assets. The ideal incumbent will have experience and exposure to payroll as this position will provide support and back-up to our Payroll department as needed. Knowledge of First Nations cultures and organizations would be an asset. Incumbent must have a valid driver's license and reliable transportation as travel may be required. This position is subject to accept or handle monies on behalf of SIIT, therefore, a cleared criminal record check (CRC) is required.
