Job description
YWCA Metro Vancouver’s Tech Connect is a new program that will deliver employment services to Racialized Newcomer Women searching for work in the information technology (IT) Tech Sector Tech sector. Tech Connect includes the following components: conducting an effective job search in Canada, recruiting employer contacts from the tech sector to participate in the program as guest speakers, mentors, information contacts, and referral sources, and hosting alumni engagement activities.
Reporting to the Associate Director of Employment and Training Programs, the Program Manager will oversee the Tech Connect program results' operations, management, and reporting. This position will manage employees and work closely with project stakeholders, including the funders and YWCA organizational departments. The Program Manager will also assist in recruiting interested guest speakers, clients, and employers.
What you’ll be doing:
Establish and foster effective relationships with the local community and immigrant serving organization partners to promote the Tech Connect for self-identified newcomer women Program
Oversee day-to-day operations of the program
Hire, onboard and supervise staff and volunteers; conduct performance reviews
Provide leadership support and coaching to staff when faced with challenging situations as required
Organize and assist in curriculum development and workshop design
Monitor and manage the program budget to ensure fiscal accountability
Mitigate client complaints and liaise with Senior Management, as necessary
Oversee data input and its accuracy, as well as ongoing program design, development, evaluation
Ensure vendor invoices are coded, signed and sent to head office promptly
Keep accurate records for funders, agency, business partners and participants
Work with Associate Director of Employment and Training Programs and internal/external Advisory panel to ensure program success and accountability
Maintain accurate participant records and confidentiality
Report results as required to Management and funders
Liaise with other community and external stakeholders
Assist the program staff in research and secure tech placements for participants and liaise with employers as needed
Meet with tech employers to gauge their interest in participating in placements
Participate in Tech events and roundtables
Mitigate client concerns and liaise with senior management and tech employer partners as necessary
Attend weekly Case Conferencing with program staff to discuss client and employer issues and placement opportunities
Report writing, learning and following policies including IRCC and YWCA requirements
Conduct ongoing program’s evaluation; analyze evaluation survey data and implement changes as required
Participate in Employment Department proposal writing activities that require working in and meeting tight deadlines
Ensure conformance to CARF Accreditation standards, Occupational Health and Safety, and Human Resource standards
Adhere to onsite Health and Safety Procedures

What you’ll need:
3 years’ minimum direct management experience managing an employment program, business development, HR setting working with staff and participants.
Experience delivering services with set deliverables and outcomes
Knowledge of the Tech Sector industry and the ability to provide solutions to address employment gaps in the sector
Experience working with racialized newcomer self-identified women in the tech industry
Desired educational requirements: Bachelor’s Degree in a related field with recent professional development and leadership coaching training an asset, or a combination of related education and experience
Experience delivering programing to newcomer women in tech career and job search transition
Ability to convey a high degree of commitment and passion for the mission of the YWCA and the goal of guiding newcomers toward economic sustainability
Direct experience managing program budgets and maintaining sound financial accountability, tracking expenditures and developing annual budgets
Demonstrated leadership and conflict resolution skills
Excellent verbal and written communication skills required; e.g. working with YWCA staff, participants, donors, stakeholders; diplomatic and professional with a keen understanding of ethical boundaries
Demonstrated partnership building abilities with employers and community
Solid understanding of career development programming, current hiring practices and labor market trends
Keen understanding of issues and barriers faced by newcomer women to Canada
Demonstrated skills using video conferencing platforms to supervise/communicate with staff and participants and facilitate meetings, presentations or workshops
Technical expertise with digital communications and video conferencing tools
A willingness to drive new initiatives
Demonstrated experience working with Microsoft Office applications including MS Teams, SharePoint and cloud-based applications such as Google Drive and One Drive; working with government data-bases is considered an asset
Experience with implementing policies and procedures to maintain service excellence and program accreditation considered an asset (e.g. CARF)
Must be reliable, well-organized, detail-oriented, excellent follow-through skills
Self-starter: the ability to take initiative, and maintain effective and professional work habits (i.e. prioritize, plan and manage work; punctuality) to produce timely and effective results
Ability to work management hours, e.g. occasional weekends/evenings and flexible hours when meeting deadlines, and a resilience to meeting tight project deadlines
Able to commute between sites
Must be able to work in person during office hours at the YWCA program location
A second language will be considered an asset

The YWCA Metro Vancouver’s COVID-19 vaccination policy is currently suspended and as a result, vaccination from COVID-19 is not required at this time. However, should circumstances change and the YWCA deem it necessary to reintroduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
