The Department of Health establishes the Government of Alberta’s strategic direction for health, including advising government on health policy, legislation and standards, and public health concerns; monitoring and reporting health system performance; setting policies and priorities for the electronic/digital health environment; and providing oversight and ensuring accountability across the health system.

Role Responsibilities

Under the direction of one of the members of the Continuing Care Capital Program management team, the Program Analyst is responsible for supporting the planning, development, delivery, evaluation and coordination of continuing care capital grant programs (CCCPs), facilitating the development of new continuing care capacity as well as the renovation and/or replacement of existing continuing care capacity in Alberta. This position will be responsible to help review and/or update program criteria, develop and administer the Request for Grant (RFG) process, liaise with prospective applicants regarding program agreements/amendments/assignments, maintain an electronic tracking system, process grant funds, conduct project analysis and manage project accountabilities.

This position will also be responsible for supporting health facility management functions on behalf of the Ministry including facility designation, registration, tracking and reporting. This position may leverage facility-based information to support facility capital planning activities and decisions as well as collect/incorporate Alberta Health Services' (AHS') bed survey information to respond to internal/external stakeholders who seek facility or bed capacity information for hospitals and/or continuing care facilities throughout the province.

The Program Analyst will be accountable for the following key activities:

• Supporting the development and delivery of CCCPs in all phases of the grant life cycle. Reviewing and updating program criteria in consultation with the Manager and other relevant parties. Preparing and implementing RFG processes as well as tracking status of submissions.
• Overseeing CCCP databases or other tracking information systems; information technology systems including SharePoint; and electronic organization, information storage and retrieval. Coordinating SharePoint site management to support each RFG process.
• Providing design advisory assistance for current and future CCCP initiatives. Researching programs and policies within government legislation, conducting jurisdictional scans, and consulting with stakeholders to ensure that capital grant programs remain consistent with current codes, standards and practices.
• Providing support for the administration of the designation and registration of hospitals, continuing care facilities, and any other delivery site types managed by the Branch. Support the Unit with information sourced from AHS' bed audit information.
• Representing the Corporate and Capital Planning Branch in forums and activities related to the transformation of the continuing care legislative framework. Participating and providing expertise in regulation development.

Responsibilities for this position include:

• Writing briefings, letters, memos or draft emails, other correspondence, and preparing other information in plain language to address a variety of audiences
• Helping to review and/or update CCCP criteria
• Developing and administering the RFG process, as well as liaising with prospective applicants regarding program criteria
• Preparing grant funding agreements/amendments/assignments
• Tracking grant recipient reporting requirements and managing project accountabilities
• Maintaining electronic tracking systems
• Conducting project specific analysis
• Developing high level summaries of projects, overall status of programs, and updates on initiatives/issues

Qualifications

University graduation in a field related (such as planning, policy, business, architecture, engineering, health/public administration) supplemented by four years related experience.

Related experience or education may be considered as an equivalency on a one year of education for one year of experience or vise versa. Equivalencies may be considered as follows:
• Related Diploma and 6 years related experience or
• Related Certificate and 8 years related experience

Preferences will be given to those with:

• Demonstrated experience using written communication on a daily basis
• Experience in debriefing management on the status of projects, issues, or overall progress of program implementation
• Microsoft Office – Word, Excel and PowerPoint

• Experience with Acts and Legislation - Continuing Care Act , Supportive Living Accommodation Licensing Act , Nursing Homes Act , Hospitals Act and the Alberta Building Code
• Experience in basic accounting, financial process, payment systems, forecasting and budgeting

This is a full-time permanent position working 36.25 hours per week, Monday to Friday.


Working location is ATB Place, 10025 Jasper Avenue, Edmonton; the position may alternatively be located in an assigned office space if the incumbent lives in Calgary.
